Rep. Spencer Igo Advances Constitutional Amendment to Increase School Funding Without Raising Taxes
St. Paul, MN — HF 3900 is a proposal to place a constitutional amendment on the ballot to increase payments to schools from the Permanent School Fund. The bill passed out of the House Education Finance Committee with bipartisan support and is now awaiting placement on the House floor calendar for a full vote. Bill author Rep. Spencer Igo issued the following statement:
“This is about delivering real support to our schools in a way that is fair, flexible, and doesn’t raise taxes,” said Rep. Igo. “Every district would benefit from increased per-pupil funding, without new mandates from the state telling them how to spend it. I trust local schools to know what their students need. This gives them more flexibility and more resources, without adding new burdens.”
If the Legislature approves the measure, the constitutional amendment will appear on the November ballot for voters to decide. Then, if passed by voters, the constitutional amendment would take effect in Fiscal Year 2028, providing additional funding directly to school districts across Minnesota.
The proposal distributes funding evenly on a per-pupil basis, ensuring fairness across districts while allowing local leaders to prioritize their most pressing needs. This comes at a time when schools are facing increased costs associated with recently implemented state requirements.
HF 3900 strengthens a long-standing funding stream supported by the Permanent School Fund, continuing Minnesota’s commitment to education while increasing resources for students without raising taxes.
