House Passes Rep. Spencer Igo’s Bill to Increase School Funding Without Raising Taxes

St. Paul, MN — Today, the Minnesota House passed HF3900, authored by Rep. Spencer Igo, to strengthen long-term funding for schools without increasing taxes. 

The bill updates how Minnesota’s permanent school fund is managed and distributed, with the goal of providing more consistent and sustainable funding to school districts across the state. By adjusting how earnings from the fund are calculated and distributed, HF3900 increases support for classrooms using existing resources rather than new taxes. 

“This is a responsible way to invest in our schools,” said Rep. Igo. “We’re making better use of a resource that already exists to deliver more consistent funding for students and educators across Minnesota.” 

Rep. Igo also emphasized the broad collaboration behind the bill’s passage, noting the importance of conversations across the aisle and with tribal communities, as well as the work of the task force, committee chairs, the School Trust Lands Commission, and Senate colleagues. 

“This was a bipartisan effort focused on doing what’s right for our kids,” Igo said. “Minnesota is one of a small group of states across the nation with school trust lands, and this is a strong example of how we can responsibly use that history to benefit students all across the state.” 

The bill proposes a constitutional amendment to help ensure the fund continues to be managed in a way that balances current needs with long-term stability. 

HF3900 reflects a practical, forward-looking approach to supporting schools while maintaining fiscal responsibility. While more work remains, Rep. Igo called the bill an important step in strengthening education funding for the future. 

The legislation now heads to the Senate for consideration.
