Gun show loophole fix heard

Convicted felons and mentally ill persons are able to purchase guns without a background check at gun shows. Rep. Michael Paymar (DFL-St. Paul) sponsors HF2960 to close what he calls the “gun show loophole” by requiring all purchasers at gun shows to undergo a background check.

The bill was held over by the House Crime Victims/Criminal Records Division for possible inclusion in a division report.

Proponents say this loophole creates an open door for people who otherwise would not qualify to purchase guns at a licensed dealer.

Joan Peterson, president of the Minnesota Million Mom March, said teachers, coaches and many other professions require a background check. "Why not people who buy guns?”

Opponents argued it would hinder private sellers. Rep. Dave Olin (DFL-Thief River Falls) said his constituents are opposed to any measure that would prohibit private citizens from selling their guns.

A companion, SF2659, sponsored by Sen. Scott Dibble (DFL-Mpls), awaits action by the Senate Judiciary Committee.
