1.3    "Subd. 2. Bus rapid transit alternate transit analysis. (a) The Metropolitan Council
1.4must perform an analysis of alternate transit in the corridor of the Blue Line light rail transit
1.5extension project. At a minimum, the analysis must:
1.6(1) evaluate bus rapid transit as an alternative mode of transit service in the corridor;
1.7(2) perform a comparison between light rail transit and bus rapid transit alternatives that
1.8includes life cycle fiscal costs, ridership, transit system impacts, project risks, and any other
1.9relevant costs and benefits; and
1.10(3) review considerations and develop any recommendations for a project redesign to
1.11implement bus rapid transit in the corridor.
1.12(b) By January 15, 2026, the Metropolitan Council must submit a report on the analysis
1.13to the chairs and ranking minority members of the legislative committees with jurisdiction
1.14over transportation policy and finance and to the Hennepin County commissioners. At a
1.15minimum, the report must:
1.16(1) summarize the analysis; and
1.17(2) provide information on each of the requirements under paragraph (a), clauses (1) to
1.18(3).
1.19(c) Notwithstanding Laws 2023, chapter 68, article 1, section 3, subdivision 2, as amended
1.20by Laws 2024, chapter 127, article 1, section 11, the appropriation under that section
1.21specifically for the Blue Line light rail transit extension project is available for the analysis
1.22and report under this subdivision."

2.2transit" and insert "The prohibition under subdivision 1 expires on the day following
2.3submission of the report under subdivision 2"
