1.3    "Sec. 14. TASK FORCE TO ESTABLISH A STATEWIDE NETWORK FUNDING
1.4FOR PUBLIC SAFETY RADIO COMMUNICATIONS INFRASTRUCTURE.
1.5    Subdivision 1. Establishment. The Task Force to Establish a Statewide Network Funding
1.6for Public Safety Radio Communications Infrastructure is established to evaluate and make
1.7recommendations regarding transitioning the Allied Radio Matrix for Emergency Response
1.8(ARMER) network and related interoperable communications to a statewide, state-funded
1.9framework.
1.10    Subd. 2. Membership. (a) The task force consists of the following members:
1.11(1) one member of the house of representatives, appointed by the speaker of the house;
1.12(2) one member of the house of representatives, appointed by the leader of the
1.13Democratic-Farmer-Labor caucus;
1.14(3) one member of the senate, appointed by the senate majority leader;
1.15(4) one member of the senate, appointed by the senate minority leader;
1.16(5) two county commissioners appointed by the Association of Minnesota Counties;
1.17(6) one member from a greater Minnesota county with ARMER expertise, appointed by
1.18the Association of Minnesota Counties;
1.19(7) one member from a metro Minnesota county with ARMER expertise, appointed by
1.20the Association of Minnesota Counties;
1.21(8) three members from the telecommunications industry representing wireless, cable,
1.22and telephone; appointed by the respective trade organizations;
2.1(9) one representative from the city of Minneapolis, appointed by the Minneapolis City
2.2Council;
2.3(10) one representative from the city of St. Cloud, appointed by the St. Cloud City
2.4Council;
2.5(11) one peace officer, as defined in Minnesota Statutes, section 626.84, subdivision 1,
2.6paragraph (c), appointed by the Minnesota Sheriffs' Association;
2.7(12) one peace officer, as defined in Minnesota Statutes, section 626.84, subdivision 1,
2.8paragraph (c), appointed by the Minnesota Chiefs of Police Association;
2.9(13) the commissioner of public safety, or designee;
2.10(14) the commissioner of transportation, or designee;
2.11(15) a member from the Department of Transportation Office of Statewide Radio;
2.12(16) the executive director of the Metropolitan Emergency Services Board;
2.13(17) the executive director of the Statewide Emergency Communications Board; and
2.14(18) the Statewide Interoperability Coordinator (SWIC) for the State of Minnesota as
2.15designated by the commissioner of public safety.
2.16(b) Appointments must be made by July 1, 2026. Appointments made by an agency or
2.17commissioner may also be made by a designee.
2.18(c) Members of the task force serve without compensation.
2.19(d) Members of the task force serve at the pleasure of the appointing authority or until
2.20the task force expires. Vacancies shall be filled by the appointing authority consistent with
2.21the qualifications of the vacating member required by this subdivision.
2.22    Subd. 3. Officers; meetings. (a) The commissioner of public safety shall convene the
2.23first meeting of the task force no later than August 1, 2026, and shall provide meeting space
2.24and administrative assistance as necessary for the task force to conduct its work.
2.25(b) At its first meeting the task force must elect a chair from the members listed in
2.26subdivision 2, paragraph (a), clauses (5) to (18). The task force may elect a vice-chair and
2.27other officers as necessary.
2.28(c) The task force shall meet at least monthly or upon the call of the chair. The task force
2.29shall meet sufficiently enough to accomplish the tasks identified in this section. Meetings
2.30of the task force are subject to Minnesota Statutes, chapter 13D. The task force may meet
2.31by telephone or interactive technology consistent with Minnesota Statutes, section 13D.015.
3.1    Subd. 4. Duties. (a) The task force must make findings and recommendations on:
3.2(1) transitioning to a statewide, state-funded ARMER network infrastructure and
3.3achieving interoperability standards;
3.4(2) a dedicated revenue source to ensure the statewide ARMER infrastructure and
3.5equipment is maintained, stable, and up-to-date. The task force is encouraged to evaluate:
3.6surcharges on telecommunications, public safety related fees, federal grants and matching
3.7funds, revenue from state asset forfeitures designated for public safety purposes, and other
3.8revenue sources deemed appropriate;
3.9(3) the roles of Minnesota Department of Transportation Office of Statewide Radio,
3.10Department of Public Safety, and Statewide Emergency Communications Board;
3.11(4) statewide performance metrics; and
3.12(5) any other related issues necessary to ensure a sustainable, statewide public safety
3.13communications system.
3.14(b) The Department of Public Safety, Department of Transportation, the Statewide
3.15Emergency Communications Board, regional emergency communications or services boards,
3.16and local ARMER infrastructure owners must provide relevant data and research to the task
3.17force to facilitate the task force's work.
3.18    Subd. 5. Report. The task force must submit a report to the chairs, cochairs, and ranking
3.19minority members of the legislative committees and divisions with jurisdiction over ARMER
3.20funding by February 15, 2027.
3.21    Subd. 6. Expiration. The task force expires the day after submitting its final report under
3.22subdivision 5.
3.23    Subd. 7. Funding. The commissioner of public safety may request funds through the
3.24Statewide Emergency Communications Board to support the work of the task force.
3.25EFFECTIVE DATE.This section is effective the day following final enactment."
