1.3    "Sec. .... Minnesota Statutes 2022, section 349.151, subdivision 4d, is amended to read:
1.4    Subd. 4d. Electronic pull-tab devices and electronic pull-tab game system. (a) The
1.5board may adopt rules it deems necessary to ensure the integrity of electronic pull-tab
1.6devices, the electronic pull-tab games played on the devices, and the electronic pull-tab
1.7game system necessary to operate them.
1.8(b) The board may not require an organization to use electronic pull-tab devices.
1.9(c) Before authorizing the lease or sale of electronic pull-tab devices and the electronic
1.10pull-tab game system, the board shall examine electronic pull-tab devices allowed under
1.11section 349.12, subdivision 12b. The board may contract for the examination of the game
1.12system and electronic pull-tab devices and may require a working model to be transported
1.13to locations the board designates for testing, examination, and analysis. The manufacturer
1.14must pay all costs of any testing, examination, analysis, and transportation of the model.
1.15The system must be approved by the board before its use in the state and must have the
1.16capability to permit the board to electronically monitor its operation and internal accounting
1.17systems.
1.18(d) The board may require a manufacturer to submit a certificate from an independent
1.19testing laboratory approved by the board to perform testing services, stating that the
1.20equipment has been tested, analyzed, and meets the standards required in this chapter and
1.21any applicable board rules.
1.22(e) The board, or the director if authorized by the board, may require the deactivation
1.23of an electronic pull-tab device for violation of a law or rule and to implement any other
2.1controls deemed necessary to ensure and maintain the integrity of electronic pull-tab devices
2.2and the electronic pull-tab games played on the devices.
2.3(f) The board may not deactivate or prohibit the use, lease, or sale of an authorized or
2.4approved electronic pull-tab device, electronic pull-tab game, or electronic pull-tab game
2.5system provided the electronic pull-tab device, electronic pull-tab game, or electronic pull-tab
2.6game system continues to meet the standards required in this chapter and any applicable
2.7board rules that were in effect at the time of approval or authorization unless the legislature,
2.8by law, requires that an electronic pull-tab device, electronic pull-tab game, or electronic
2.9pull-tab game system comply with rules adopted after the date of approval or authorization.
2.10EFFECTIVE DATE.This section is effective the day following final enactment.

2.11    Sec. .... Minnesota Statutes 2022, section 349.1721, subdivision 1, is amended to read:
2.12    Subdivision 1. Cumulative or carryover games. The board shall by rule permit pull-tab
2.13games with multiple seals. The board shall also adopt rules for pull-tab games with
2.14cumulative or carryover prizes. The rules shall also apply to electronic pull-tab games.
2.15Electronic pull-tab games are subject to the rules in effect at the time the electronic pull-tab
2.16game was approved or authorized unless the legislature, by law, requires that an electronic
2.17pull-tab game comply with rules adopted after the date of approval or authorization.
2.18EFFECTIVE DATE.This section is effective the day following final enactment.

2.19    Sec. .... Minnesota Statutes 2022, section 349.1721, subdivision 2, is amended to read:
2.20    Subd. 2. Event games. The board shall by rule permit pull-tab games in which certain
2.21winners are determined by the random selection of one or more bingo numbers or by another
2.22method approved by the board. The rules shall also apply to electronic pull-tab games.
2.23Electronic pull-tab games are subject to the rules in effect at the time the electronic pull-tab
2.24game was approved or authorized unless the legislature, by law, requires that an electronic
2.25pull-tab game comply with rules adopted after the date of approval or authorization.
2.26EFFECTIVE DATE.This section is effective the day following final enactment."
