1.7(b) A licensee must collect the following prehospital care data for all emergency responses
1.8provided by the licensee within the boundaries of each municipality in the licensee's primary
1.9service area:
1.10(1) total number of emergency ambulance calls;
1.11(2) dispatch reason;
1.12(3) type of emergency service requested for each emergency ambulance call;
1.13(4) response mode to scene;
1.14(5) fee schedule for service;
1.15(6) percent transport disposition;
1.16(7) transport destination;
1.17(8) unit hour utilization by service area; and
1.18(9) mutual aid given and received, by municipality.
1.19(c) A licensee must report the licensee's prehospital care data items collected under
1.20paragraph (b) for the previous calendar year to all municipalities in the licensee's primary
1.21service area. The report must be submitted to the governing body of each such municipality
1.22by February 15 each year."

2.5    "Sec. .... EMERGENCY MEDICAL SERVICES TASK FORCE.
2.6    Subdivision 1. Establishment; membership. An emergency medical services task force
2.7is established to study and evaluate existing emergency medical services programs and to
2.8develop recommendations to sustain and improve the state's emergency medical services
2.9system. The task force shall consist of:
2.10(1) six members from the house of representatives, three appointed by the speaker of
2.11the house and three appointed by the speaker emerita; and
2.12(2) six members from the senate, three appointed by the senate majority leader and three
2.13appointed by the senate minority leader.
2.14    Subd. 2. Co-chairs and first meeting. The speaker of the house and the speaker emerita
2.15shall jointly designate one of the appointed house members to serve as a task force co-chair.
2.16The senate majority leader and the senate minority leader shall jointly designate one of the
2.17appointed senate members to serve as a task force co-chair. The co-chairs shall convene the
2.18first meeting of the task force at a location on the Capitol complex.
2.19    Subd. 3. Duties. (a) The task force must:
2.20(1) review and evaluate the operation of the rural EMS uncompensated care pool payment
2.21program under Minnesota Statutes, section 144E.55, and its effects on licensees receiving
2.22program payments and on the stability of the emergency medical services system in the
2.23state;
2.24(2) review and evaluate the operation of the alternative emergency medical services
2.25response model pilot program under Laws 2024, chapter 122, article 1, section 18; its effects
2.26in the regions in which it operated on response times, patient outcomes, and patient
2.27experience; and whether the program should be expanded to additional regions of the state
2.28or statewide;
2.29(3) identify unmet needs and areas or ambulance services requiring additional support
2.30in the state's emergency medical services system;
3.1(4) develop recommendations on funding and programs needed to sustain and improve
3.2the state's emergency medical services system and ambulance services in the state; and
3.3(5) perform other duties as determined by the task force.
3.4(b) The director of the Office of Emergency Medical Services must provide the task
3.5force with information the task force requests in order to perform its duties under paragraph
3.6(a).
3.7    Subd. 4. Report. The task force must prepare and submit a report with its findings and
3.8recommendations to the co-chairs of the house of representatives committee, and to the
3.9chair and ranking minority member of the senate committee, with jurisdiction over emergency
3.10medical services. This report must be submitted by January 15, 2027.
3.11    Subd. 5. Administrative support. The Legislative Coordinating Commission shall
3.12provide administrative support to and arrange meeting space for the task force.
3.13    Subd. 6. Expiration. The task force expires the earlier of the date the report required
3.14under subdivision 4 is submitted or January 15, 2027."
