1.4    "Sec. 62. Minnesota Statutes 2024, section 137.0245, subdivision 3, is amended to read:
1.5    Subd. 3. Duties. (a) The advisory council shall:
1.6(1) develop, in consultation with current and former regents and the administration of
1.7the University of Minnesota, a statement of the selection criteria to be applied and a
1.8description of the responsibilities and duties of a regent, and shall distribute this to potential
1.9candidates; and
1.10(2) for each position on the board, identify and recruit qualified candidates for the Board
1.11of Regents, based on the background and experience of the candidates, their potential for
1.12discharging the responsibilities of a member of the Board of Regents, and the needs of the
1.13board. The selection criteria must not include a limitation on the number of terms an
1.14individual may serve on the Board of Regents.
1.15(b) The selection criteria developed under paragraph (a), clause (1), must include: (1) a
1.16criterion that regents represent diversity in geography; gender; race; occupation, including
1.17business and labor; and experience; and (2) the prohibition under subdivision 4, paragraph
1.18(c).
1.19(c) The selection criterion must include an identification of the membership needs of
1.20the board for individual skills relevant to the governance of the University of Minnesota
1.21and the needs for certain individual characteristics. Individual characteristics relate to
1.22qualities such as gender, race, and geographic location of residence.

2.1    Sec. 63. Minnesota Statutes 2024, section 137.0245, subdivision 4, is amended to read:
2.2    Subd. 4. Recommendations. (a) Subject to paragraph (c), the advisory council shall
2.3recommend at least two and not more than four candidates. By January 15 of each
2.4odd-numbered year, the advisory council shall submit its recommendations to the joint
2.5legislative committee described in section 137.0246, subdivision 2.
2.6    (b) The advisory council must submit a report to the joint committee on the needs criterion
2.7identified under subdivision 3, paragraph (c), at the same time it submits its recommendations.
2.8(c) The advisory council must not recommend a candidate who, within the previous two
2.9years, made a contribution to the campaign committee of a legislative caucus, a member of
2.10the joint committee, or a person holding a legislative leadership position under section 3.099,
2.11subdivision 3.

2.12    Sec. 64. Minnesota Statutes 2024, section 137.0246, subdivision 2, is amended to read:
2.13    Subd. 2. Regent nomination joint committee. (a) The joint legislative committee
2.14consists of the members of the higher education budget and policy divisions in each house
2.15of the legislature. The chairs of the divisions from each body shall be cochairs of the joint
2.16legislative committee. A majority of the members from each house is a quorum of the joint
2.17committee.
2.18    (b) By February 28 of each odd-numbered year, or at a date agreed to by concurrent
2.19resolution, the joint legislative committee shall meet to consider the advisory council's
2.20recommendations for regent of the University of Minnesota for possible presentation to a
2.21joint convention of the legislature.
2.22    (c) Subject to paragraph (d), the joint committee may recommend to the joint convention
2.23candidates recommended by the advisory council and the other candidates nominated by
2.24the joint committee. A candidate other than those recommended by the advisory council
2.25may be nominated for consideration by the joint committee only if the nomination receives
2.26the support of at least three house of representatives members of the committee and two
2.27senate members of the committee. A candidate must receive a majority vote of members
2.28from the house of representatives and from the senate on the joint committee to be
2.29recommended to the joint convention. The joint committee may recommend no more than
2.30one candidate for each vacancy. In recommending nominees, the joint committee must
2.31consider the needs of the board of regents and the balance of the board membership with
2.32respect to gender, racial, and ethnic composition.
3.1(d) The joint committee must not recommend to the joint convention a candidate who,
3.2within the previous two years, made a contribution to the campaign committee of a legislative
3.3caucus, a member of the joint committee, or a person holding a legislative leadership position
3.4under section 3.099, subdivision 3."
