1.3Page 24, after line 22, insert:
"Subd. 12.Notice and Hearing Before
Acquiring Land
1.6(a) Before the commissioner of natural
1.7resources signs a purchase agreement to
1.8purchase land in fee with money appropriated
1.9in this section, the commissioner must
1.10provide public notice that the commissioner
1.11intends to purchase the land. The notice must
1.12be made at least 30 days, but not more than 60
1.13days, before the hearing required in paragraph
1.14(b). The notice must be published in a
1.15newspaper of general circulation in the area
1.16and on the department's Web site. In addition,
1.17the commissioner must electronically notify
1.18any person who has requested notice of land
1.19acquisition by the commissioner, and mail
1.20notice to the governing bodies of the towns,
1.21home rule charter and statutory cities, and
1.22county in which the land to be purchased
1.23is located, and all owners and residents of
1.24land adjacent to the land the commissioner
1.25intends to purchase.
1.26(b) The commissioner must hold a public
1.27hearing at a convenient location in the county
2.1in which the land to be purchased is located
2.2or, if none is available, in an adjacent county.
2.3Any interested person must be allowed
2.4reasonable time to present relevant testimony
2.5or ask questions at the public hearing. The
2.6proceedings of the hearing must be recorded
2.7and available to the public for review on the
2.8department's Web site. The commissioner
2.9must accept written comments and questions
2.10from the time the notice under paragraph (a)
2.11is given until ten days after the public hearing.
2.12Within 30 days after the public hearing, the
2.13commissioner must post written responses
2.14to the comments made and questions raised
2.15at the public hearing and those submitted in
2.16writing on the department's Web site.
2.17(c) The commissioner must use existing
2.18resources to satisfy the requirements of this
