1.10 Subdivision 1. Definitions. For the purposes of this section, the following terms have

1.12(1) "advanced nuclear reactor" means a small modular reactor or a molten sodium reactor;
1.13(2) "molten sodium reactor" means a nuclear fission reactor that uses a fluid fuel
in the
1.14form of very hot fluoride or chloride salt; and

1.20(b) At a minimum, the study must analyze the impacts the operation of advanced nuclear
1.21reactors have on:
1.22(1) air emissions from electric generating facilities in Minnesota;
2.1(2) retail electricity prices;
2.2(3) reliability of Minnesota's electric grid;
2.3(4) the state's air resources, water resources, land resources, and public health,
including
2.4the impact of any waste material generated by the reactors;
2.5(5) new employment opportunities for Minnesota workers;
2.6(6) local economic development;
2.7(7) Minnesota's eligible energy technology standard under Minnesota Statutes, section
2.8216B.1691, subdivision 2a; and
2.9(8) Minnesota's carbon-free standard under Minnesota Statutes, section 216B.1691,
2.10subdivision 2g.
2.11(c) The study must also identify Minnesota statutes and administrative rules that
would
2.12require modifications in order to enable the construction and operation of advanced
nuclear
2.13reactors.
2.14(d) The study must evaluate the technologies and methods most likely to minimize the
2.15environmental impacts of nuclear waste and the costs of managing nuclear waste.
2.16 Subd. 3. Report. The commissioner of commerce must submit the results of the study
2.17under subdivision 2 to the chairs and ranking minority members of the legislative
committees
2.18having jurisdiction over energy finance and policy no later than January 31, 2025."
