2.21    Sec. 45. ASPIRING MINNESOTA TEACHERS OF COLOR SCHOLARSHIP
2.22PILOT PROGRAM.
2.23    Subdivision 1. Scholarship pilot program established. The commissioner must establish
2.24a scholarship pilot program to support undergraduate and graduate students who are preparing
2.25to become teachers, have demonstrated financial need, and belong to racial or ethnic groups
2.26underrepresented in the state's teacher workforce.
2.27    Subd. 2. Eligibility. (a) To be eligible for a scholarship under this section, an applicant
2.28must:
3.1(1) either be admitted and enrolled in a teacher preparation program approved by the
3.2Professional Educator Licensing and Standards Board and be seeking initial licensure,; or
3.3be enrolled in an eligible institution under section 136A.103 and be completing a two-year
3.4program specifically designed to prepare early childhood educators an associate's degree
3.5in early childhood education, education, or special education;
3.6(2) affirm to the teacher preparation program or the Office of Higher Education that the
3.7applicant is a person of color or American Indian;
3.8(3) be meeting satisfactory academic progress as defined under section 136A.101,
3.9subdivision 10
; and
3.10(4) demonstrate financial need based on criteria developed by the commissioner.
3.11(b) An eligible applicant may receive a scholarship award more than once, but may
3.12receive a total of no more than $25,000 $30,000 in scholarship awards from the program.
3.13(c) An applicant may apply for both a scholarship under this section and an
3.14underrepresented student teacher grant under section 136A.1274, but may not receive an
3.15award from both programs during the same academic semester or term unless there are
3.16sufficient funds appropriated to support all eligible applicants.
3.17    Subd. 3. Scholarship award amount. (a) The commissioner must establish a priority
3.18application deadline and must give equal consideration to all eligible applicants regardless
3.19of the applicant's attended institution or the order the application was received before the
3.20priority application deadline. If the funds available for the program are insufficient to make
3.21full awards to all eligible applicants who apply on or before the deadline, the commissioner
3.22must make awards based on the expected family contribution Student Aid Index of an
3.23applicant, prioritizing applicants with the lowest expected family contributions Student Aid
3.24Indexes. If there are multiple complete applications with identical expected family
3.25contributions Student Aid Indexes, those applications may be prioritized by application
3.26completion date.
3.27(b) For eligible applicants enrolled in a teacher preparation program as part of a
3.28baccalaureate or postbaccalaureate degree program, the maximum award amount is $10,000
3.29per year for full-time study. For eligible applicants enrolled in an associate's degree program,
3.30the maximum award amount is $6,000 per year for full-time study. For undergraduate
3.31students, full-time study means enrollment in a minimum of 15 or more credits per term.
3.32For graduate students, full-time study means enrollment in a minimum of six graduate
3.33credits or the equivalent.
4.1(c) If an eligible applicant is enrolled full time in a program for only one term during
4.2the academic year, the applicant may receive no more than half the applicable maximum
4.3award amount is $5,000. If an eligible applicant is enrolled part time, the award amount
4.4must be prorated on a per-credit basis.
4.5(d) Subject to the funds available for the program, and subject to the limitation in
4.6paragraph (e), the minimum award amount established under this section for full-time study
4.7must be no less than $1,000 per year.
4.8(e) An eligible applicant's individual award amount must not exceed the applicant's cost
4.9of attendance after deducting: (1) the student's expected family contribution Student Aid
4.10Index; (2) the sum of all state or federal grants and gift aid received, including a Pell Grant
4.11and state grant; (3) the sum of all institutional grants, scholarships, tuition waivers, and
4.12tuition remission amounts; and (4) the amount of any private grants or scholarships.
4.13(f) Awards are made until available funds are expended. Eligible applicants who
4.14completed their applications on or before the priority application deadline but who did not
4.15receive an award due to insufficient funds, and eligible applicants who completed their
4.16applications after the priority application deadline, shall be placed on an award waiting list
4.17by order of application completion date.
4.18    Subd. 4. Administration. (a) The commissioner must establish an application process
4.19for individual students and institutions on behalf of all eligible students at the institution
4.20and other guidelines for implementing the scholarship program.
4.21(b) A scholarship award must be paid to the eligible applicant's teacher preparation
4.22institution on behalf of the eligible applicant. Awards may be paid only when the institution
4.23has confirmed to the commissioner the applicant's name, racial or ethnic identity, gender,
4.24licensure area sought, and enrollment status.
4.25    Subd. 4a. Account established. An aspiring Minnesota teachers of color scholarship
4.26program account is created in the special revenue fund for depositing money appropriated
4.27to or received by the commissioner for the program. Money deposited in the account is
4.28appropriated to the commissioner, does not cancel, and is continuously available for
4.29scholarship awards under this section.
4.30    Subd. 5. Service expectation. An applicant who receives a scholarship under this section
4.31is expected to serve as a full-time teacher in Minnesota after completing the program for
4.32which the scholarship was awarded.
5.1    Subd. 6. Report. By December 15 of each year, the commissioner must submit a full
5.2report on the details of the scholarship program for the previous fiscal year to the legislative
5.3committees with jurisdiction over E-12 and higher education finance and policy. The reports
5.4must also be made available on the Office of Higher Education's website. The reports must
5.5include the following information:
5.6(1) the number of applicants and the number of award recipients, each broken down by
5.7postsecondary institution with ten or more recipients;
5.8(2) the total number of awards, the total dollar amount of all awards, and the average
5.9award amount;
5.10(3) summary data on the racial or ethnic identity, gender, licensure area sought, and
5.11enrollment status of all applicants and award recipients; and
5.12(4) other summary data identified by the commissioner as outcome indicators."

5.14    "Sec. .... TUITION RELIEF GRANT PROGRAM FOR STUDENTS PURSUING A
5.15DEGREE IN LAW ENFORCEMENT.
5.16    Subdivision 1. Establishment. The commissioner of the Office of Higher Education
5.17shall establish and implement a time-limited tuition relief grant program for students pursuing
5.18an associate degree in law enforcement to incentivize individuals to become peace officers.
5.19    Subd. 2. Eligibility. A student is eligible for a grant under this program if the student:
5.20(1) is a resident student under Minnesota Statutes, section 136A.101, subdivision 8;
5.21(2) is enrolled on or before September 1, 2028, in a professional police officer education
5.22program as defined in Minnesota Statutes, section 626.84, subdivision 1, paragraph (g). For
5.23purposes of this definition, postsecondary degree means an associate degree;
5.24(3) completes and submits the Free Application for Federal Student Aid (FAFSA);
5.25(4) applies for state and federal grants and scholarships for which the applicant may be
5.26eligible; and
5.27(5) is making satisfactory academic progress as defined under Minnesota Statutes, section
5.28136A.101, subdivision 10.
5.29    Subd. 3. Application. To receive a grant, the student must apply in the form and manner
5.30established by the commissioner.
6.1    Subd. 4. Grant amount and duration. (a) The commissioner shall award annual grants
6.2in the amount of the actual cost of tuition and fees at the student's institution of attendance,
6.3less any federal Pell Grant received, any state grant for which the student is eligible, and
6.4any other scholarships or grants awarded to the student. For purposes of this section, the
6.5term fees is defined in Minnesota Statutes, section 136A.121, subdivision 6, paragraph (d).
6.6(b) The annual grant may be awarded for no more than four semesters, or its equivalent,
6.7for not more than three years. The grant must be awarded at the beginning of each academic
6.8term and distributed evenly between the terms of the academic year.
6.9    Subd. 5. Penalty. (a) The commissioner shall collect from the individual the total grant
6.10amount paid to the individual under this section and deposit the money collected into the
6.11general fund if the individual:
6.12(1) does not complete an associate degree or nondegree program for licensure as a peace
6.13officer by June 30, 2031; or
6.14(2) completes the necessary associate degree or nondegree program for licensure as a
6.15peace officer but does not become a peace officer as defined in Minnesota Statutes, section
6.16626.84, subdivision 1, paragraph (c), within six months after completion.
6.17(b) The commissioner must allow waivers of all or part of the money owed to the
6.18commissioner if emergency circumstances exist that prevented compliance with paragraph
6.19(a).
6.20    Subd. 6. Expiration. This section expires June 30, 2031."
