1.5(a) $15,000,000 in fiscal year 2024 and
1.6$15,000,000 in fiscal year 2025 are to: (1)
1.7increase the medical school's research
1.8capacity; (2) improve the medical school's
1.9ranking in National Institutes of Health
1.10funding; (3) ensure the medical school's
1.11national prominence by attracting and
1.12retaining world-class faculty, staff, and
1.13students; (4) invest in physician training
1.14programs in rural and underserved
1.15communities; and (5) translate the medical
1.16school's research discoveries into new
1.17treatments and cures to improve the health of
1.18Minnesotans.
1.19(b) $7,800,000 in fiscal year 2024 and
1.20$7,800,000 in fiscal year 2025 are for health
1.21training restoration. This appropriation must
1.22be used to support all of the following: (1)
1.23faculty physicians who teach at eight residency
1.24program sites, including medical resident and
1.25student training programs in the Department
2.1of Family Medicine; (2) the Mobile Dental
2.2Clinic; and (3) expansion of geriatric
2.3education and family programs.
2.4(c) $4,000,000 in fiscal year 2024 and
2.5$4,000,000 in fiscal year 2025 are for the
2.6Minnesota Discovery, Research, and
2.7InnoVation Economy funding program for
2.8cancer care research.
2.9(d) $500,000 in fiscal year 2024 and $500,000
2.10in fiscal year 2025 are for the University of
2.11Minnesota, Morris branch, to cover the costs
2.12of tuition waivers under Minnesota Statutes,
2.13section 137.16.
2.14(e) $5,000,000 in fiscal year 2024 and
2.15$5,000,000 in fiscal year 2025 are for
2.16systemwide safety and security measures on
2.17University of Minnesota campuses. The base
2.18amount for this appropriation is $1,000,000
2.19in fiscal year 2026 and later.
2.20(f) $366,000 in fiscal year 2024 and $366,000
2.21in fiscal year 2025 are for unemployment
2.22insurance aid under Minnesota Statutes,
2.23section 268.193.
2.24(g) $10,000,000 the first year is for programs
2.25at the University of Minnesota Medical School
2.26Campus on the CentraCare Health System
2.27Campus in St. Cloud. This appropriation may
2.28be used for tuition support, a residency
2.29program, a rural health research program, a
2.30program to target scholarships to students from
2.31diverse backgrounds, and a scholarship
2.32program targeted at students who will practice
2.33in rural areas Of this amount, $2,000,00 is for
2.34tuition support, including a scholarship
3.1program targeted at students who will practice
3.2in rural areas and targeted at students from
3.3diverse backgrounds; $2,000,000 is for costs
3.4associated with opening and operating a new
3.5regional campus; $4,000,000 is for costs
3.6associated with the expansion of a residency
3.7program; and $2,000,000 is for costs
3.8associated with starting and operating a rural
3.9health research program. This appropriation
3.10is available until June 30, 2027, and must be
3.11spent for activities on or associated with the
3.12CentraCare Health System Campus in the
3.13greater St. Cloud area. This is a onetime
3.14appropriation.
3.15(h) $374,000 the first year and $110,000 the
3.16second year are to pay the cost of supplies and
3.17equipment necessary to provide access to
3.18menstrual products for purposes of article 2,
3.19section 2.
3.20(i) The total operations and maintenance base
3.21for fiscal year 2026 and later is $672,294,000.
