Saint Paul, Minnesota, Tuesday, January 20, 1998

The House of Representatives convened at 12:00 noon and was called to order by Phil Carruthers, Speaker of the House.

Music was performed by the Camerata of the Bel Canto Voices under the direction of Janice Kimes, founder of this metro wide choir for girls.

The Girl Scouts from troop Nos. 1380 and 1596 from the Chanhassen/Chaska Middle School presented the colors and led the members of the House in the pledge of allegiance to the flag of the United States of America.

The Speaker administered the oath of office to the new House member, Sondra Erickson, from District 17A. Her certificate of election and a signed and sworn statement of her oath are on file. She was elected in a special election held on January 6, 1998, to replace LeRoy Koppendrayer whose resignation was effective on December 8, 1997.

HOUSE RESOLUTION NO. 9

A house resolution honoring State Representative Barbara Vickerman and commemorating the exemplary nature of her life and work.

Whereas, State Representative Barbara Vickerman was born in Tracy, Minnesota, on October 26, 1933; and

Whereas, Barb Vickerman grew up in Gales Township, Redwood County, Minnesota and attended District Number 40 Country School and graduated from Walnut Grove High School in 1951, and graduated from medical technical school and served as a medical lab technician for many years; and

Whereas, her operation of two family businesses for more than 25 years and her involvement to establish a new library in Redwood Falls helped put her in touch with the communities in which she served; and

Whereas, Barb Vickerman was elected to the House of Representatives of the State of Minnesota in 1992 and served there continuously from 1993 until her passing at the end of 1997, thus having enjoyed serving the citizens of her community in this way; and

Whereas, during her three terms in the House of Representatives she served three terms on the health and human services committee, three terms on the regulated industries and energy committee, two terms on the health and human services finance committee, two terms on the labor management committee, and one term on the general legislation, veterans affairs, and elections committee most recently as the lead Republican; and

Whereas, Barb Vickerman was especially instrumental in the public policy areas of health and human services, welfare reform, and children's mental health issues; and

Whereas, Barb Vickerman was the principal author of numerous laws that benefited the people of the State of Minnesota zand of Brown and Redwood counties; and

Whereas, Barb Vickerman's family values, compassion, common sense, and fairness helped her to exude strength, fellowship, and leadership for her family, friends, constituents, and colleagues; and

Whereas, Barb Vickerman passed away on December 22, 1997, at home among her family and friends she loved so much; Now, Therefore,

Be It Resolved by the House of Representatives of the State of Minnesota that it commends to the people of the State of Minnesota the record of Barb Vickerman as a life, work, and spirit worth honoring. It extends its condolences to her husband Gerald; to her mother Carrie; to her sons, Leo, Brett, and Mark and their families; to her daughter Ellen and her family; to her sisters Jeanine, Judy, and Sally and their families; and to all the people of Brown and Redwood counties who knew her.

Be It Further Resolved that the Chief Clerk of the House of Representatives is directed to prepare an enrolled copy of this resolution, to be authenticated by his signature and that of the Speaker, and transmit it to the family of State Representative Barbara Vickerman.
