11:00 a.m. and was called to order by Kristin Robbins, Speaker pro tempore.
Prayer was offered by Pastor Carl Larson,
Faith Lutheran Church, Staples, Minnesota.
The members of the House gave the pledge
of allegiance to the flag of the United States of America.

Pursuant to Rule 10.05, relating to Remote
House Operations, the Speaker permitted the following member to vote via remote
means: Rarick.
Pursuant to Rule 10.05, relating to
Remote House Operations, the DFL Caucus Leader permitted the following members
to vote via remote means:
Momanyi-Hiltsley and Pérez-Vega.
The Speaker assumed the Chair.
The Chief Clerk proceeded to read the
Journal of the preceding day. There
being no objection, further reading of the Journal was dispensed with and the
Journal was approved as corrected by the Chief Clerk.
REPORTS OF CHIEF CLERK
S. F. No. 4612 and
H. F. No. 4466, which had been referred to the Chief Clerk for
comparison, were examined and found to be not identical.
Bierman moved that
S. F. No. 4612 be substituted for H. F. No. 4466
and that the House File be indefinitely postponed. The motion prevailed.

H. F. No. 5114, A bill for an act relating to public safety; making it a crime to nudify an image of another; providing criminal penalties; proposing coding for new law in Minnesota Statutes, chapter 617.
The bill was read for the first time and referred to the Committee on Public Safety Finance and Policy.
H. F. No. 5115, A bill for an act relating to capital investment; appropriating money for reconstruction of marked U.S. Highway 8; authorizing the sale and issuance of state bonds.

H. F. No. 5116, A bill for an act relating to capital investment; modifying a prior appropriation for the Camp Craig Training Facility in the city of Hutchinson; amending Laws 2023, chapter 71, article 1, section 10, subdivision 10.

H. F. No. 5117, A bill for an act relating to families; creating a parent's bill of rights; proposing coding for new law in Minnesota Statutes, chapter 260C.
The bill was read for the first time and referred to the Committee on Judiciary Finance and Civil Law.
Swedzinski; Davids; Anderson, P. H.; Joy; O'Driscoll and Heintzeman introduced:
H. F. No. 5118, A bill for an act relating to taxation; local government aid reduction for denial of projects that would expand tax base; proposing coding for new law in Minnesota Statutes, chapter 477A.
The bill was read for the first time and referred to the Committee on Taxes.

I hereby announce the Senate refuses to concur in the House amendments to the following Senate File:

No. 4760, A bill for an act relating to public safety; modifying provisions regarding data protection, domestic abuse, victims' rights, license revocation, community-based correctional facilities, private detectives and protective agents, law enforcement grants, criminal records, orders for protection, harassment restraining orders, judicial officials, disqualifications based on criminal history, substance abuse care, mental health unit beds, community supervision, medication for incarcerated persons, the crime of coercion, reverse-location data, financial crimes and fraud, organized retail theft, age deception, background checks, eviction processes, and smoke alarms; extending the time available to use an appropriation; making technical corrections; providing criminal penalties; requiring a report; amending Minnesota Statutes 2024, sections 13.69, subdivision 1; 13.6905, by adding subdivisions; 13.871, subdivision 5; 116L.362, subdivision 1; 119A.37, subdivision 4; 142G.12, subdivision 2;
The Senate respectfully requests that a Conference Committee be appointed thereon. The Senate has appointed as such committee:

Novotny moved that the House accede to the
request of the Senate and that the Speaker appoint a Conference Committee of 4
members of the House to meet with a like committee appointed by the Senate on
the disagreeing votes of the two houses on S. F. No. 4760. The motion prevailed.
