MINUTES



Representative Jeff Johnson, Chairman of the Civil Law Committee, called the seventh meeting to order at 12:35 PM on Monday, February 14, 2005, in Room B of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Representative John Lesch moved the approval of the Minutes of February 9, 2005. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Representative Johnson moved that HF820 be recommended to pass and re-referred to State Government Finance Committee.

Representative Erik Paulsen presented HF820 proposing an amendment to the Minnesota Constitution; adding a section to article IV to provide for initiative and referendum;

The following witnesses testified in opposition of HF820:

Representative Jeff Johnson renewed his motion that HF820 be passed and re-referred to State Government Finance Committee. THE MOTION PREVAILED.

Representative Nora Slawik moved HF561 (Atkins), relating to child custody; disallowing sex offenders from becoming custodians of unrelated children;

Representative Nora Slawik moved the A1 amendment, as follows:

Page 1, line 2, delete "sex offenders" and insert "persons with specified criminal convictions" THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Slawik renewed her motion that HF561, as amended, be passed and re-referred to the General Register. THE MOTION PREVAILED.


The meeting adjourned at 2:00 PM.
