MINUTES


Representative Duke Powell called the fourth meeting to order at 12:35 p.m. on Thursday, February 24, 2005, in Room 200 of the State Office Building.

The Clerk noted the roll.

Members present:

A quorum was present.

Rep. Moe moved that the minutes from the meeting of February 17, 2005 be approved. The motion prevailed.

Carin Offerman, Director of Board of Directors of Canterbury Park, gave an overview of Canterbury Park and the economic impact of horse racing in Minnesota.

Kay King, Executive Director of the Minnesota Thoroughbred Association, gave an overview of the economic impact of horse racing in Minnesota.

Celvin Childers, President of the Minnesota Quarterhorse Association, gave testimony outlining Minnesota’s competition in regards to horse tracks. Mr. Childers also described the purse structure at Canterbury Park.

Rep. Howes assumed the gavel at 1:00 p.m.

Kay King and Carin Offerman answered questions from members.

Marcia Kelly, MIGA, gave an overview of tribal gaming in Minnesota. She also gave examples of tribal/state cooperation within tourism and advertising. Ms. Kelly then answered questions from members.

Stephanie Fox, Public Relations/Marketing Manager for Treasure Island, gave an overview of Treasure Island. She outlined ways Treasure Island promotes tourism, including publications and hosting various events. Ms. Fox then answered questions from members.

Pierre Menard, Volunteer Chair of the Red Wing Chamber of Commerce, described the functions of the Red Wing Chamber of Commerce. He outlined their role in promoting tourism in relation to gaming.

Bill Tibbets, Fortune Bay Resort of Boise Forte, gave an overview of tourism and promotion at Fortune Bay Resort and their implementation of cooperative marketing. He also explained the advantages of the lodging tax. Mr. Tibbets then answered questions from members.

Bob Schlichte, Mille Lacs Band of Chippewa, gave an overview of the Mille Lacs Band of Chippewa gaming and their economic impact on the state of Minnesota.

Steve Standing Cloud, Grand Portage Band of Chippewa, gave an overview of the Grand Portage Band of Chippewa.


The meeting was adjourned at 2:00 p.m.
