MINUTES


Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the eleventh meeting to order at 10:29 am on Wednesday, February 09, 2005, in Room 5 of the State Office Building.

The Clerk noted the roll.

10:29:41 AM Representative Hosch moved the approval of the minutes of Tuesday, February 8, 2005. THE MOTION PREVAILED.

10:30:15 AM Representative Seifert moved that HF593 be recommended to pass and be re-referred to the Committee on State Government Finance.

The following witnesses testified regarding HF593:
10:31:03 AM Representative Marty Seifert

10:35:49 AM Representative Tingelstad requested a temporary layover of HF593 and moved that HF820 be recommended to pass and be re-referred to the Committee on Civil Law and Elections.

The following witness testified regarding HF820:

10:57:27 AM Representative Tingelstad welcomed visitors from the St. Paul Area Learning Center, St. Paul, MN, who were participants in the Capitol Historic Site’s “Voice of the People: Your Role in Minnesota Government” tour and educational program.

11:17:52 AM Representative Tingelstad renewed her motion that HF820 be recommended to pass and be re-referred to the Committee on Civil Law and Elections. THE MOTION PREVAILED.

11:18:12 AM Representative Seifert renewed his motion that HF593 be recommended to pass and be re-referred to the Committee on State Government Finance.


11:18:40 AM Representative Seifert moved the H0593A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

11:22:02 AM Representative Kahn moved the H0593A2 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

11:24:02 AM Representative Kahn moved the H0593A3 Amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

11:36:58 AM Representative Kahn moved the H0593A4 Amendment.

The following witness testified regarding the H0593A4 Amendment:
11:38:10 AM Keith Carlson, Metropolitan Inter-County Association

11:39:42 AM Representative Kahn withdrew the H0593A4 Amendment.

11:40:11 AM Representative Loeffler moved the revised H0593A5 Amendment.

11:42:20 AM Representative Loeffler moved to amend the revised H0593A5 Amendment, as follows:

Page 1, line 5, before the period insert "whose salary exceeds that of the Governor."

11:47:40 AM THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

11:48:08 AM Representative Olson moved the H0593A7 Amendment.

The following witness testified regarding the H0593A7 Amendment:

11:59:18 AM Representative Olson withdrew the H0593A7 Amendment.

12:00:28 PM Representative Kahn moved the H0593A7 Amendment and asked for a roll call vote on the H0593A7 Amendment.
