Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the twenty first meeting to order at 10:26 am on Tuesday, March 08, 2005, in Room 5 of the State Office Building.

The Clerk noted the roll.

10:27:14 AM Representative Dan Severson moved the approval of the minutes of Thursday, March 3, 2005. THE MOTION PREVAILED.

HF1044 (Garofalo) relating to the Metropolitan Council; requiring the Metropolitan Council to carry out metropolitan area water supply planning activities; establishing an advisory committee to assist the council in carrying out the planning activities; abolishing the housing bond credit enhancement program; providing for continued debt reserve and levy authority for bonds issued under the program before its abolishment; providing for the use of available funds from the abolished housing bond credit enhancement program for the council's metropolitan area water supply planning activities; amending Minnesota Statutes 2004, section 473.197, subdivision 4; proposing coding for new law in Minnesota Statutes, chapter 473; repealing Minnesota Statutes 2004, sections 473.156; 473.197, subdivisions 1, 2, 3, 5.

10:27:52 AM Representative Tingelstad moved that HF1044 be recommended to pass and be re-referred to the Committee on Taxes.

10:28:05 AM Representative Tingelstad moved the H1044A2 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Page 1, line 11, delete "with" insert "when"

10:31:20 AM Representative Tingelstad moved to amend HF1044 as follows:

Page 3, line 6, delete "with the term of the Governor" insert, "December 31, 2007"

10:34:23 AM Representative Tingelstad withdrew her oral amendment.

10:34:26 AM Representative Mahoney moved to amend HF1044 as follows:

Page 3, line 5, delete "and their terms"
Page 3, line 6, delete "end with the term of the Governor"

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

10:58:10 AM Representative Tingelstad welcomed the visitors from Milaca High School, Milaca, MN, who were participants in the Capitol Historic Site’s “Voice of the People: Your Role in Minnesota Government” tour and educational program.

10:59:31 AM Representative Tingelstad renewed her motion that HF1044 be passed as amended and be re-referred to the Committee on Environment and Natural Resources. THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF1394 (Soderstrom) relating to veterans; authorizing the placement of a plaque in the court of honor on the capitol grounds to honor the veterans of the Persian Gulf War.

11:00:09 AM Representative Tingelstad moved that HF1394 be passed and be sent to the General Register.

HF1340 (Tingelstad) relating to state government; adding an ex officio member to the Indian Affairs Council; amending Minnesota Statutes 2004, section 3.922, subdivision 1.

11:05:42 AM Representative Tingelstad moved that HF1340 be passed and sent to the General Register.

HF858 (Wardlow) relating to state government; renaming the State Office Building as the Edward A. Burdick State Office Building.

11:09:55 AM Representative Wardlow moved that HF858 be passed and re-referred to the Committee on State Government Finance.

11:18:12 AM Representative Liebling moved to amend HF858 as follows:

Page 1, line 3 and 9, delete "State"

THE MOTION DID NOT PREVIAL AND THE AMENDMENT WAS NOT ADOPTED.

11:49:01 AM Representative Wardlow renewed his motion that HF858 be passed and re-referred to the Committee on State Government Finance. THE MOTION PREVAILED AND THE BILL PASSED.
