Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the seventeenth meeting to order at 10:22 am on Thursday, February 24, 2005, in Room 5 of the State Office Building.

The Clerk noted the roll.

10:23:02 AM Representative Tina Liebling moved the approval of the minutes of Wednesday, February 23, 2005. THE MOTION PREVAILED.

HF907 (Nelson, P.) relating to public officials; providing for duplicate certificates of election for legislators; providing for filing of certain oaths of office; amending Minnesota Statutes 2004, sections 3.02; 358.11.

10:23:53 AM Representative Tingelstad moved that HF907 be recommended to pass and be re-referred to the Committee on Civil Law and Elections.

10:31:21 AM Representative Kahn moved to amend HF907 as follows:

10:49:02 AM Representative Tingelstad renewed her motion that HF907 be recommended to pass and be re-referred to the Committee on Civil Law and Elections. THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF961 (Seifert) relating to state government; imposing certain disclosure requirements on nonprofit organizations that receive a grant or a direct appropriation from the state; proposing coding for new law in Minnesota Statutes, chapter 16A.

10:49:40 AM Representative Seifert moved that HF961 be recommended to pass and be re-referred to the Committee on State Government Finance.

12:00:35 PM Representative Kahn moved the H0961A2 Amendment with the following hand-written changes made to the amendment:
Page 1, line 2 reads: Page 1, line 18, delete: "any written solicitation seeking"
Page 1, line 3 reads: Page 1, delete lines 19 to 22 and insert:

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED AS AMENDED.

12:07:28 PM Representative Seifert renewed his motion that HF961 be recommended to pass as amended and be re-referred to the Committee on State Government Finance.

12:07:54 PM Representative Kahn amended the motion by requesting that HF961 be recommended to pass as amended and be re-referred to the Committee on Jobs and Economic Development.

12:12:44 PM Representative McNamara called for a division.

There being 9 ayes and 12 nays THE MOTION DID NOT PREVAIL.

12:13:18 PM Representative Seifert renewed his motion that HF961 be recommended to pass as amended and be re-referred to the Committee on State Government Finance. THE MOTION PREVAILED AND THE BILL WAS PASSED.


12:15:02 PM The meeting was adjourned at 12:15 am.
