MINUTES


Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the fifty-fifth meeting to order at 10:32 AM on Tuesday, April 4, 2006, in the room 5 of the State Office Building.

The Clerk noted the roll.

Representative Ruth Johnson moved the approval of the minutes of Thursday, March 30, 2006. THE MOTION PREVAILED.

HF3268 (Abrams) Minnesota Biomedical Sciences Research Facilities Authority and project funding program established, fund application process provided for the University of Minnesota, and bonds issued.

Chair Tingelstad moved that HF3268 be recommended to pass and be referred to the Committee on Capital Investment.

Chair Tingelstad moved the H3268A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Loeffler moved the H3268A5 amendment.

Representative Loeffler incorporated the following change in the H3268A5 amendment:

Page 2, lines 18 and 19 and 20, in each place, after “one” insert “current and one
former”

Page 1, line 10, delete “The first report shall recommend criteria by which proposals,
plans and grant applications will be evaluated.”

Representative Loeffler renewed her motion on the H3268A5 amendment with the incorporated changes. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Kahn moved to orally amend the H3268A3 amendment as follows:

Page 1, line 15, after “including” insert “benefiting public health and”

Page 1, line 17, after “successful” insert “and affordable”

THE MOTION PREVAILED AND REPRESENTATIVE KAHN’S ORAL AMENDMENT ON THE H3268A3 AMENDMENT WAS ADOPTED.

The following witnesses testified regarding HF3268:

Chair Tingelstad renewed her motion that HF3268 be recommended to pass as amended and be referred to the Committee on Capital Investment. THE MOTION PREVAILED AND THE BILL WAS REFERRED TO THE COMMITTEE ON CAPITAL INVESTMENT.

HF2944 (Sieben) Credit and debit card task force established relating to payment of taxes, licenses, permits, and other fees.

Representative Aaron Peterson moved that HF2944 be recommended to pass and be placed on the General Register.

Representative Aaron Peterson moved the H2944A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Loeffler moved to orally amend HF2944 as follows:

Page 1, line 19 and 22, after “in-person” insert “and online”

Representative Loeffler withdrew her first oral amendment.

Representative Loeffler moved to orally amend HF2944 as follows:

Page 1, line 7, line 19, and line 22, delete “in-person”

THE MOTION PREVAILED AND REPRESENTATIVE LOEFFLER’S SECOND ORAL AMENDMENT WAS ADOPTED.

Representative Loeffler moved to orally amend HF2944 as follows:

Page 1, after subdivision (7), insert “(8) a representative of the consumer division of the
office of the Attorney General”

THE MOTION PREVAILED AND REPRESENTATIVE LOEFFLER’S THIRD ORAL AMENDMENT WAS ADOPTED.

Representative Wardlow moved to orally amend HF2944 as follows:

Page 2, line 1, after “2007 legislature” insert “by February 1, 2007”

THE MOTION PREVAILED AND REPRESENTATIVE WARDLOW’S ORAL AMENDMENT WAS ADOPTED.

Representative Aaron Peterson renewed his motion that HF2944 be recommended to pass as amended and be placed on the General Register. THE MOTION PREVAILED AND THE BILL WAS PLACED ON THE GENERAL REGISTER.

HF3974 (Kahn) State flag design study task force created.

Representative Kahn moved that HF3974 be recommended to pass and be placed on the General Register.

Representative Severson assumed the gavel at 11:24 AM.

Representative Welti moved to orally amend HF3974 as follows:

Page 1, lines 7 and 8, delete “3 members” and insert “two members of the majority
caucus and two members of the minority caucus”

THE MOTION PREVAILED AND REPRESENTATIVE WELTI’S ORAL AMENDMENT WAS ADOPTED.

The following witnesses testified regarding HF3974:

Representative Kahn renewed her motion that HF3974 be recommended to pass as amended and be placed on the General Register. THE MOTION FAILED. Representative Kahn called for a Division. There being 6 ayes and 12 nays: THE MOTION FAILED.

The meeting adjourned at 11:56 AM.
