MINUTES


Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the fifty-sixth meeting to order at 10:26 AM on Thursday, April 6, 2006, in the room 5 of the State Office Building.

The Clerk noted the roll.

Representative Joe Hoppe moved the approval of the minutes of Tuesday, April 4, 2006. THE MOTION PREVAILED.

Chair Tingelstad moved that HF3781 be brought back up and be recommended to pass and be referred to the Committee on Rules & Legislative Administration.

Representative Severson assumed the gavel at 10:27 AM.

HF3781 (Tingelstad) Legislative training forums provided, schedule established for consideration of legislation, budget bill content limited, conference committee procedures specified, and money appropriated.

Representative Tingelstad moved to orally amend HF3781 as follows:

Page 4, lines 10 through line 12, delete Section 5.

THE MOTION PREVAILED AND REPRESENTATIVE TINGELSTAD’S FIRST ORAL AMENDMENT WAS ADOPTED.

Representative Tingelstad moved to orally amend HF3781 as follows:

Page 2, line 29 and 30, delete “one week” and insert “ten days”

THE MOTION PREVAILED AND REPRESENTATIVE TINGELSTAD’S SECOND ORAL AMENDMENT WAS ADOPTED.

Representative Loeffler moved to orally amend HF3781 as follows:

Page 3, line 7, delete “CONTENTS OF BUDGET BILLS” and insert “CONFERENCE
COMMITTEE CONSIDERATION”

Page 3, delete line 10 through line 20

Page 3, line 21, delete “(c)” and insert “(a)”

Page 3, line 29, delete “(d)” and insert “(b)”

THE MOTION PREVAILED AND REPRESENTATIVE LOEFFLER’S ORAL AMENDMENT WAS ADOPTED.

Representative Tingelstad moved the H3781A7 amendment. THE MOTION PREVAILED AND H3781A7 WAS ADOPTED.

Representative Hosch moved the H3781A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Olson moved the H3781A13 amendment.

Representative Olson temporarily withdrew the H3781A13 amendment.

Representative Hosch moved the H3781A4 amendment.

Being the author of the amendment, Representative Hosch moved to incorporate the following change in the H3781A4 amendment:

Page 1, line 7, after “deadline”, insert “on even numbered years”

Representative Hosch moved to withdraw the H3781A4 amendment

Representative Olson moved that the H3781A13 amendment be brought back up for discussion.

Representative Olson incorporated the following changes in the H3781A13 amendment:

Page 1, delete “CONFERENCE COMMITTEES” and insert “APPOINTMENT OF
GROUPS DURING SPECIAL SESSION”

Page 1, delete lines 4 through 9 through the words “majority vote.”

Page 1, line 9, after the word “all” insert “formerly established”

Page 1, line 10, after the word “other” insert “formerly established”

Representative Olson incorporated Representative Loeffler’s suggestion of the following changes in the H3781A13 amendment:

Page 1, line 10, after “legislative members” insert “recommended by legislative
leadership to resolve the issues for which the special session was called”

THE MOTION PREVAILED AND THE H3781A13 WAS ADOPTED AS AMENDED.

Representative Hosch moved the H3781A5 amendment. THE MOTION FAILED.

Representative Hosch moved the H3781A6 amendment.

Representative Kahn moved to orally amend H3781A6 as follows:

Page 1, line 7, after the word “bills” insert “each biennium”

THE MOTION FAILED.

Representative Kahn withdrew that oral amendment.

Representative Hosch moved to incorporate the following change in the H3781A6 amendment:

Page 1, line 7, after the word “bills” insert “each year”

Representative Hosch renewed his motion on the H3781A6 amendment as amended. THE MOTION FAILED. Representative Haws called for a division. There being 5 ayes and 6 nays: THE MOTION FAILED.

Representative Olson moved the H3781A11 amendment.

Representative Olson incorporated Representative Welti’s suggestion of the following changes in the H3781A11 amendment:

Page 1, line 5, after the word “committee” insert “of original referral”

Representative Olson renewed his motion on the H3781A11 amendment with the incorporated changes. THE MOTION FAILED. Representative Olson called for a division. There being 6 ayes and 9 nays: THE MOTION FAILED.

Representative Hosch moved the H3781A8 amendment. THE MOTION FAILED.

Representative Olson moved the H3781A10 amendment.

Representative Olson moved to withdraw the H3781A10 amendment.

Representative Tingelstad moved that all of the adopted amendments be incorporated as one delete all amendment. THE MOTION PREVAILED AND ALL OF THE ADOPTED AMENDMENTS WOULD BE COMPILED INTO ONE DELETE ALL AMENDMENT.

Representative Tingelstad renewed her motion that HF3781 be recommended to pass as amended and be referred to the Committee on Rule & Legislative Administration. THE MOTION PREVAILED AND THE BILL WAS REFERRED TO THE COMMITTEE ON RULES & LEGISLATIVE ADMINISTRATION.

HF4099 (Tingelstad) Redistricting commission created for bipartisan legislative redistricting, and constitutional amendment proposed.

Representative Tingelstad moved that HF4099 be brought up for discussion, to be laid over for future consideration. THE MOTION PREVAILED.

The meeting adjourned at 12:21 PM.
