MINUTES


Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the eighteenth meeting to order at 10:20 a.m. on Wednesday, February 23, 2005 in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Testifying in regard to reimbursement rates for nursing facilities:

Rep. Thao moved approval of the minutes of February 22, 2005.

Rep. Goodwin recommended a correction to the minutes of February 22, 2005. The Chair concurred. Rep. Thao moved approval of the minutes of February 22, 2005, as corrected. THE MOTION PREVAILED. The minutes, as corrected, were approved.

HF337 (Nelson, P.) Chisago County nursing facilities designation as metro for purposes of determining reimbursement rates provided.

Rep. Bradley moved HF 337.

Rep. Nelson presented HF 337.

Rep. Bradley moved to amend HF 337 (see Amendment H0337DE1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley modified his motion that HF 337, as amended, be laid over for possible inclusion in the Health Finance omnibus bill.

HF745 (Cox) Rice County nursing facilities designated as metro for purposes of determining reimbursement rates.

Rep. Bradley moved HF 745 be laid over for possible inclusion in the Health Finance omnibus bill.

Rep. Bradley moved to amend HF 745 (see Amendment H0745DE1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley renewed his motion that HF 745, as amended, be laid over for possible inclusion in the Health Finance omnibus bill.

HF926 (Davids) Houston County nursing facility medical assistance reimbursement rates increased.

Rep. Bradley moved HF 926 be laid over for possible inclusion in the Health Finance omnibus bill.

Rep. Bradley renewed his motion that HF 926 be laid over for possible inclusion in the Health Finance omnibus bill.

HF 1082 (Simpson) Wadena County nursing home moratorium exception provided, and money appropriated.

Rep. Bradley moved HF 1082 be laid over for possible inclusion in the Health Finance omnibus bill.

Rep. Simpson presented HF 1082.

HF1058 (Nornes) Otter Tail County nursing home moratorium exception extended.

Rep. Bradley moved HF 1058 be laid over for possible inclusion in the Health Finance omnibus bill.

Rep. Nornes presented HF 1058.

Clarifying the fiscal note on HF 1058:

HF534 (Juhnke) Intermediate care facility payment system exception created for persons with mental retardation and related conditions.


Rep. Bradley moved HF 534 be laid over for possible inclusion in the Health Finance omnibus bill.

HF671 (Samuelson) Ramsey County nursing facility rate increase determination provided.

Rep. Samuelson moved HF 671 be laid over for possible inclusion in the Health Finance omnibus bill.

Rep. Samuelson moved to amend HF 671 (see Amendment H0671DE1 attached).

Randall Chun, House Research Analyst, explained Amendment H0671DE1.

Rep. Samuelson renewed her motion to amend HF 671 (see Amendment H0671DE1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved that HF 671, as amended, be laid over for possible inclusion in the Health Finance omnibus bill.

The next meeting of the Health Policy & Finance Committee will be held at 10:15 a.m. on Thursday, February 24, 2005, in Room 10 of the State Office Building.

The meeting was adjourned at 11:50 a.m.
