MINUTES


Representative Brad Finstad, Vice Chair of the Health Policy and Finance Committee, called the twenty-seventh meeting to order at 10:20 a.m. on Wednesday, March 16, 2005 in Room 10 of the State Office Building.

The Clerk noted the roll.

HF1422 (Bradley) health care policy provisions modified, fees and licensing provisions modified, positive abortion alternatives provided, alternative health care practice regulation repealed, and money appropriated

Rep. Bradley presented HF 1422.

A quorum was present at 10:25 a.m.

Rep. Emmer moved approval of the minutes of March 15, 2005. THE MOTION PREVAILED. The minutes were approved.

Rep. Finstad announced that the Health Licensing Subcommittee will meet at 6:00 p.m. today, March 16, 2005, in Room 500N. The following bills are referred to the Licensing Subcommittee:

HF977 (Larson) Alcohol and drug counselors for city, county, and state agencies licensure modified.

HF1112 (Abeler) Alcohol and drug counselor voluntary licensure provisions reinstated.

HF1313 (Abeler) Mental health professional definition provided.

HF556 (Paymar) Denturist licensure established

HF 637 (Abeler) modifying provisions for licensed professional counselors.

HF1370 (McNamara) plumber licensure required, and new plumbing installation inspection requirements established.

HF 1594 (Eken) respiratory therapy practice recognized in emergency situations.

Rep. Bradley moved HF 1422 be laid over for possible inclusion in the Health Finance omnibus bill.

Rep. Bradley continued his presentation of HF 1422.

Rep. Bradley moved an oral amendment to HF 1422 as follows:

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved to amend HF 1422 (see Amendment A05-0271 attached).

A vote was taken on Amendment A05-0271. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved to amend HF 1422 (see Amendment A05-0275 attached).

A vote was taken on Amendment A05-0275. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley modified his motion and moved that HF 1422, as amended, be laid over for possible inclusion in the Health Finance omnibus bill, and that staff be authorized to make the necessary technical corrections.
