MINUTES


Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the thirty-eighth meeting to order at 10:22 a.m. on Thursday, April 7, 2005 in Room 10 of the State Office Building.

The Clerk noted the roll.

Rep. Emmer moved approval of the minutes of April 5, 2005. THE MOTION PREVAILED. The minutes were approved.

HF2203 (Samuelson) Long-Term Care Task Force recommendations implemented, nursing facility beds excess capacity reduced, savings allocated to home and community-based services, and services for elderly and caregivers expanded

Rep. Samuelson moved HF 2203 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Samuelson moved to amend HF 2203 (see Amendment A05-0511 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF1967 (Finstad) Nursing facility closure and alternative service development process provided, appropriation bond issuance required, critical access nursing facility designation established, moratorium exception process updated, and money appropriated.

Rep. Finstad moved HF 1967 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Bradley moved HF 1491 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Bradley moved to amend HF 1491 (see Amendment H1491DE1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

At 12:14 p.m., the Chair called a recess to the Call of the Chair or approximately 30 minutes after the end of Session.

Chairman Bradley reconvened the meeting at 5:14 p.m. in Room 200 of the State Office Building.

HF 932 (Seifert) Residency information collection required on applicants of certain human services programs

Rep. Bradley moved HF 932 be recommended to pass and be re-referred to the Committee on Jobs and Economic Opportunity Policy and Finance.

Rep. Powell moved to amend HF 932 as follows:

Page 1, delete line 21
Page 2, delete lines 4 through 9

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF979 (Abeler) Medical assistance required to cover medication therapy management services.

Rep. Abeler moved HF 979 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Abeler moved to amend HF 979 (see Amendment H0979A3-1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Walker presented SF 271.

Rep. Walker renewed her motion that SF 271 be recommended to pass and be placed on the Consent Calendar. THE MOTION PREVAILED.

Chairman Bradley requested committee members’ ideas and recommendations in relation to the Health Policy and Finance omnibus bill be presented at the Tuesday, April 12, meeting.

The next meeting will be held on Friday, April 8, 2005, at 9:00 a.m. in Room 10 of the State Office Building.

The meeting was adjourned at 6:15 p.m.
