Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the forty-fourth meeting to order at 10:24 a.m. on Thursday, April 21, 2005 in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

HF 1422 (Bradley) [Delete All Amendment A05-0638] Health care policy provisions modified, fees and licensing provisions modified, positive abortion alternatives provided, alternative health care practice regulation repealed, and money appropriated;

Rep. Bradley moved HF 1422 be recommended to pass and be re-referred to the Committee on Ways and Means.

Rep. Bradley moved to amend HF 1422 (see Amendment A05-0638 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved to amend HF 1422 (see Amendment H1422A17 attached).

Randall Chun, House Research Analyst, clarified language in Amendment H1422A17. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved to amend HF 1422 (see Amendment H1422A29-1 attached).

Katherine Schill, House Fiscal Analyst, responded to questions concerning Amendment H1422A29-1. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved to amend HF 1422 (see Amendment A05-0714 attached).

Rep. Abeler moved to amend HF 1422 (see Amendment H1422A24 attached). Rep. Abeler incorporated the following changes into Amendment H1422A24 (also see handwritten changes on Amendment H1422A24 attached):

Page 1, line 16, after stricken numbers, insert "144.1476,"
Page 2, line 22, delete "$673,000" and insert "$384,000"
Page 2, line 23, delete "$703,000" and insert "$414,000"
Page 3, line 24, after "changes" insert "for fees specified in Minnesota Statutes,
Section 148D.175"

Rep. Abeler instructed staff to make the necessary adjustments to this and the Huntley bill.

A vote was taken on Amendment H1422A24 with incorporations. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Wilkin moved to amend HF 1422 (see Amendment H1422A26 attached). Rep. Wilkin moved to incorporate Amendment H1422A25 into Amendment H1422A26. Rep. Wilkin moved to incorporate the following oral amendment:

Page 1, after line 20, insert:

"The report is due February 1, 2006."

Rep. Wilkin incorporated the following oral amendment:

Page 1, line 3, delete "30" and insert "20"

Rep. Goodwin requested that Rep. Wilkin accept the following language as a friendly amendment:

Page 1, line 9, delete "draft legislation" and insert "recommendations"

Rep. Wilkin responded that the language was not acceptable and would not be incorporated.

A vote was taken on Amendment H1422A26, with incorporated language. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Rep. Powell moved to amend HF 1422 (see Amendment H1422A30 attached).

Rep. Finstad moved to amend HF 1422 (see Amendment H1422-F01 attached). Rep. Finstad and Katherine Schill, House Fiscal Analyst, gave brief comments on Amendment H1422-F01. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Goodwin moved to amend HF 1422 (see Amendment A05-0716 attached).

Chair Bradley ruled Amendment A05-0716 not fiscally balanced and, therefore, will not be considered.

Rep. Goodwin moved to amend HF 1422 (see Amendment A05-0720 attached).

Rep. Abeler moved to amend HF 1422 (see attached Technical Amendment marked #222 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bradley moved to amend HF 1422 (see Amendment A05-0702 attached).

Rep. Bradley renewed his motion to amend HF 1422 (see Amendment A05-0702 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Thissen moved an oral amendment to HF 1422 which would delete the deletion of the suicide prevention funding so as to put the suicide prevention funding back in the budget.

After committee discussion and comments by House Fiscal Analyst Katherine Schill, Rep. Thissen withdrew the amendment.

Rep. Bradley renewed his motion that HF 1422, as amended, be recommended to pass and be re-referred to the Committee on Ways and Means. Rep. Finstad requested a Roll Call vote.

After committee discussion, Rep. Bradley renewed his motion that HF 1422, as amended, be recommended to pass and be re-referred to the Committee on Ways and Means. Rep. Bradley included in this motion to direct staff to make changes to the bill that reflect the intent of the adopted amendments, to make other technical changes as needed to match the spreadsheet, as well as the adoption of the spreadsheet.

Rep. Abeler announced that the Health Care Cost Containment Division will meet on Tuesday, April 26, 2005, at 4:30 p.m.

The next meeting of the Health Policy and Finance Committee will be held at the Call of The Chair.
