MINUTES


Representative Fran Bradley, Chair of the Health Policy and Finance Committee, called the sixty-second meeting to order at 10:20 a.m. on Tuesday, March 28, 2006 in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Rep. Samuelson moved approval of the minutes of March 22, 2006. THE MOTION PREVAILED. The minutes were approved.

HF 3578 (Clark) Physician pilot project to encourage Minnesota licensure for foreign-trained physicians established, and money appropriated.

Rep. Clark presented HF 3578.

HF 3774 (Bradley) False driver's license penalties increased, fraudulent identification cards crime established, sale and manufacture penalties increased, immigrant status verification modified, and reporting of undocumented immigrants required

Rep. Bradley moved HF 3774 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Bradley moved to amend HF 3774 (see Amendment H3774A1 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Page 1, line 1.20, delete "elective pregnancy termination" and insert “abortion"

Rep. Dean incorporated the following oral amendment into Amendment A06-1397:

HF3620 (Dean) Secured treatment facilities policies modified, contraband possession criminal
penalties provided, service contract entrance authorized, custody escape provisions modified, and sentencing provisions established.

Rep. Dean moved HF 3620 be laid over for possible inclusion in the Health Policy and Finance omnibus bill.

Rep. Dean modified his motion and moved that HF 3620 be recommended to pass.

Rep. Dean moved to amend HF 3620 as follows:

Page 2, line 2.34, delete “medical" and insert “physician"

Rep. Dean advised the committee, for the record, that Dr. Palmer and Dr. Meisterling of St. Croix Orthopedics do not support this bill.

HF2877 (Emmer) State health program coverage of services eliminated for all except labor and delivery for undocumented, pregnant noncitizens.
