MINUTES


Representative Bob Gunther, Chair of the Jobs & Economic Opportunity Policy & Finance Committee, called the thirtieth meeting to order at 8:23 a.m., on Wednesday, March 16, 2005, in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.


Representative Westerberg moved to approve the Minutes of March 8, 9 & 10, 2005. The motion prevailed and the Minutes of March 8, 9 & 10, 2005, were approved.


H. F. 1487 (Soderstrom) Incumbent worker program established.

Chair Gunther moved HF 1487 to be before the committee and recommended that HF1487 be laid over for possible inclusion in the Jobs and Economic Opportunity Policy and Finance Omnibus bill.

Chair Gunther moved to adopt Amendment A05-0149. The motion prevailed and Amendment A05-0149 was adopted.

Gazelka moved to amend HF1487, page 3, line 7, reinstate stricken language "and no longer received such support"

Chair Gunther temporarily laid over HF 1487.


H. F. 1601 (Ozment) Foreign trade promotion funding provided, and money appropriated.

Vice Chair Garofalo moved HF 1601 to be before the committee and recommended that HF1601 be laid over for possible inclusion in the Jobs and Economic Opportunity Policy and Finance Omnibus bill.

Representative Ozment presented HF 1601.

HF 1601 was laid over for possible inclusion in the Jobs and Economic Opportunity Policy and Finance Omnibus bill.


Chair Gunther brought HF1487 back before the committee.

Representative Gazelka withdrew his amendment to HF1487.

Representative Nelson moved to amend HF 1487, page 3, line 7, reinstate stricken language, "and no longer receives" and before the period, insert, "cash assistance under chapter 256J". The motion prevailed and the oral amendment to HF1487 was adopted.

HF 1487 was laid over for possible inclusion in the Jobs and Economic Opportunity Policy and Finance Omnibus bill.


H. F. 1515 (Clark) Health occupation training initiation and expansion provided, and money appropriated.

Representative Clark moved HF 1515 to be before the committee and recommended that HF1515 be laid over for possible inclusion in the Jobs and Economic Opportunity Policy and Finance Omnibus bill.

HF 1515 was laid over for possible inclusion in the Jobs and Economic Opportunity Policy and Finance Omnibus bill.


S. F. 186 / H.F. 112 (Kelliher) Bidding exception for federally subsidized transit facilities provided.

Vice Chair Garofalo moved SF186 to be before the committee and recommended passage and to be re-referred to the Committee on Transportation Finance.

Representative Kelliher presented SF186.

Testifying on SF186:
Pierre Willette, IGR Staff, City of Minneapolis

Vice Chair Garofalo renewed his motion to recommended passage of SF186, and to be re-referred to the Committee on Transportation Finance. The motion prevailed. SF186 was recommended to pass and was re-referred to the Committee on Transportation Finance.
