MINUTES


Representative Mark Olson, Chair of the Local Government Committee, called the thirteenth meeting to order at 12:38 P.M. on Monday, February 28, 2005, in Room 10 of the State Office Building.

The Clerk noted the roll.

CHARRON, Mike moved the Minutes of February 23, 2005 be approved as prepared by the Clerk. THE MOTION PREVAILED

HF0982 (Tingelstad) Housing improvement area establishment sunset extended and reports required.

LENCZEWSKI, Ann moved HF0982 be recommended to pass.

The following provided testimony on and responded to the Committee’s questions regarding HF0982.

Representative Kathy Tingelstad and Marc Nevinsky, Economic Development Director, City of Coon Rapids, 11155 Robinson Dr, Coon Rapids, MN, 55433.

The Chair called Representative Lanning to the Chair.

HILSTROM, Debra moved to recommend HF0982 be amended as follows:

Page 1, delete lines 8 to 17, renumber the sections in sequence

Page 1, after line 26, insert:

"Section 2. [REPEALER.]

Minnesota Statutes 2004, section 428A.21, is repealed.

[EFFECTIVE DATE.] This section is effective the day following final enactment."

Amend the title accordingly

Without objection the Committee waived Rule 6 as it applied to the Hilstrom Amendment.

THE MOTION to recommend adoption of the amendment PREVAILED.

Representative Olson resumed the Chair.

There being no further testimony pro or con, the question re-occurred on the Lenczewski Motion to recommend that HF0982 be amended, and when so amended, be recommended to pass. THE MOTION PREVAILED


HF1044 (Garofalo) Metropolitan Council required to carry out water supply planning
activities, advisory committee established, and housing bond credit enhancement program abolished.

GAROFALO, Pat moved that HF1044 be recommended to pass and be re-referred to the Committee on Governmental Operations and Veterans Affairs Policy

HF0995 (Erhardt) Local government employee compensation limit repealed.

Representative Ron Erhardt provided testimony on and responded to the Committee’s questions regarding HF0995.

HF0994 (Lanning) Compensation limit for political subdivision employees modified.

Representative Morrie Lanning provided testimony on and responded to the Committee’s questions regarding HF0995.
