MINUTES


Representative Steve Smith, Chair of the Public Safety Policy and Finance Committee, called the forty-fifth meeting to order at 10:18 a.m. on Wednesday, March 15, 2006 in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

Rep. Meslow moved approval of the minutes of March 9, 2006, Public Safety Policy and Finance Meeting. THE MOTION PREVAILED.

Rep. Meslow moved approval of the minutes of March 14, 2006, Public Safety Policy and Finance Meeting. THE MOTION PREVAILED.

Rep. Newman moved HF2614 (Newman) relating to predatory offender registration requirements established for certain predatory offenders who reside on Indian reservations.

Rep. Newman moved to amend HF2614 with the A1 amendment (See attached). THE MOTION PREVAILED.

Rep. Smith laid HF2614 over for possible inclusion in the Public Safety Omnibus Bill.

Rep. Smith moved HF3244 (Tinglestad) relating to trafficking data analysis and usage by public safety commissioner required, policy establishment to assist trafficking victims required, human trafficking task force and trafficking coordinator position created, and penalties enhanced.

Rep. Tinglestad presented HF3244.

Testifying on HF3244:

Rep. Smith laid HF3244 over for possible inclusion in the Public Safety Omnibus Bill.

Rep. Johnson moved HF2600 relating to sex offenders required to wear tracking and monitoring bracelets after release from prison, and money appropriated.

Rep. Johnson moved to amend HF2600 with the A1 amendment (See attached). THE MOTION PREVAILED.

Rep. Johnson presented HF2600.

Rep. Smith laid HF2600 over as amended for possible inclusion in the Public Safety Omnibus Bill.

Rep. Johnson moved HF3485 relating to predatory offender information publication on Internet by commissioner of corrections required.

Rep. Johnson moved to amend HF3485 with the A1 amendment (see attached): THE MOTION PREVAILED.

Rep. Johnson presented HF3485.

Testifying on HF3485:

Eric Lipman, State Sex Offender Policy Coordinator

Rep. Smith laid HF3485 as amended over for possible inclusion in the Public Safety Omnibus Bill.

Rep. Smith moved HF2700 (Atkins) related to risk-level assessments required for predatory offenders who are not in custody, sharing of information with potential victims increased, and money appropriated.

Rep. Atkins presented HF2700.

Rep. Smith laid HF2700 over for possible inclusion in the Omnibus Public Safety Bill.
