MINUTES


Representative Seifert called the forty-third meeting of the Committee on Rules and Legislative Administration to order at 4:52 p.m. on Thursday, May 11, 2006 in Room 118 of the State Capitol.

The Clerk noted the roll.

A quorum was present.

The first matter under consideration was the approval of the minutes from the meeting on Monday, May 8, 2006.

Rep. Carlson moved that the minutes be approved.

The MOTION PREVAILED; THE MINUTES FROM THE MEETING ON MONDAY, MAY 8, 2006 WERE APPROVED.

The second matter under consideration was the approval of the Proposed Calendar for the Day for Monday, May 15, 2006.

Rep. Kohls moved that the Proposed Calendar for the Day be approved.

The MOTION PREVAILED; THE PROPOSED CALENDAR FOR THE DAY FOR MONDAY, MAY 15, 2006 WAS APPROVED.

The third matter under consideration were bills pursuant to Joint Rule 2.03.

The first bill was HF3664 (Cybart).

Rep. Seifert moved that HF3664 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

Rep. Cybart explained why HF3664 did not meet committee deadlines.

Rep. Seifert moved the A2 amendment to HF3664 be adopted.

Rep. Seifert presented the A2 amendment.

Discussion.

Patrick McCormick verified that the amendment language was included in the Omnibus State Government Finance Bill.

Rep. Seifert renewed his motion that the A2 amendment be adopted.

The MOTION PREVAILED; THE A2 AMENDMENT TO HF3664 WAS ADOPTED.

Rep. Seifert renewed his motion that HF3664 be recommended to pass as amended and placed on the General Register.

The MOTION PREVAILED; HF3664 WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The second bill was HF4185 (Gunther).

Rep. Seifert moved that HF4185 be recommended to pass and, pursuant to Joint Rule 2.03, be re-referred to the Committee on Ways and Means.

Rep. Gunther presented HF4185 and explained why the bill did not meet committee deadlines.

Rep. Seifert renewed his motion that HF4185 be recommended to pass and be re-referred to the Committee on Ways and Means.

The MOTION PREVAILED; HF4185 WAS RECOMMENDED TO PASS AND BE RE-REFERRED TO THE COMMITTEE ON WAYS AND MEANS.

The third bill was SF2302 (Charron).

Rep. Seifert moved that SF2302 be recommended to pass and, pursuant to Joint Rule 2.03, be placed on the General Register.

Rep. Charron presented SF2302 and explained why the bill did not meet committee deadlines.

Rep. Seifert renewed his motion that SF2302 be recommended to pass and be placed on the General Register.

The MOTION PREVAILED; SF2302 WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The fourth matter under consideration was HF333 (Brod).

Rep. Seifert moved that HF333 be recommended to pass and be placed on the General Register.

Rep. Brod presented HF333.

Rep. Juhnke offered the following oral amendment to HF333:

Line 1.4, after “senators” insert “and representatives””
Line 1.10, delete “two” and insert “four” in its place
Line 1.11, after “vacancy” insert “, and as otherwise required by this article”
Line 1.14 after “senators” , insert “and representatives”; delete the word “of”
Line 1.15, delete the word “representatives”
Line 1.17, after the word “districts” insert “and representatives elected from the “a” portion of each district”
Line 1.25, after “senate” insert “and house of representatives”

Discussion.

Rep. Juhnke moved that the amendment be adopted.

The MOTION DID NOT PREVAIL; THE AMENDMENT WAS NOT ADOPTED.

Discussion.

Rep. Seifert renewed his motion that HF333 be recommended to pass and be placed on the General Register.

The MOTION PREVAILED; HF333 WAS RECOMMENDED TO PASS AND BE PLACED ON THE GENERAL REGISTER.

The fifth matter under consideration was HF3761 (Holberg).

Rep. Seifert moved that HF3761 be recommended to pass and be placed on the General Register.

Rep. Holberg presented HF3761.

Rep. Abrams presented the A06-1706 amendment, noting that on line 1.2 the word “and” should be deleted and on line1.3, “Sec. 9” should be changed to “Sec. 10”.

Discussion.

Rep. Abrams moved that the A06-1706 amendment be adopted.

The MOTION PREVAILED; THE A06-1706 AMENDMENT WAS ADOPTED.

Rep. Seifert presented the A30 amendment.

Rep. Seifert moved that the A30 amendment be adopted

The MOTION PREVAILED; THE A30 AMENDMENT WAS ADOPTED.

Rep. Seifert renewed his motion that HF3761 be recommended to pass as amended and be placed on the General Register.

The MOTION PREVAILED; HF3761 WAS RECOMMENDED TO PASS AS AMENDED AND BE PLACED ON THE GENERAL REGISTER.

The meeting adjourned at 5:12 p.m.
