AGRICULTURE, RURAL ECONOMIES AND VETERANS AFFAIRS COMMITTEE

MINUTES


Representative Otremba, Chair of the Committee, called the meeting to order at 8:19 A.M. on, February 27, 2008, in Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Brown moved approval of the minutes from February 25, 2008.
THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Chairman Otremba moved HF2928, be recommended to pass and re-referred to Committee on Transportation Finance.

Representative Peterson, A. explained HF 2928, relating to agriculture; authorizing farm use of certain anhydrous ammonia tanks; providing for refilling; authorizing rules to provide safety and environmental safeguards;

Testifying in favor of HF 2928 were:

Ken DeBuhr, Operations Manager, Western Consolidated Cooperative, Holloway, Minnesota
Jeff Schmiesing, Agronomy Manager, Wester Consolidated Cooperative, Holloway, Minnesota

Representative Urdahl moved to amend HF 2928 (amendment H2928A1)
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Otremba renewed her motion that HF 2928, be recommended to pass as amended and re-referred to Committee on Transportation Finance.
THE MOTION PREVAILED.


Chairman Otremba moved HF 3145, be recommended to pass and re-referred to Committee on Commerce and Labor.



Representative Morrow moved to amend HF 3145 as follows:

Page 1, line 9, strike "18" and insert "16"

Page 1, line 22, insert: "Effective Date: This section is effective the day following final enactment."
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Severson explained HF 3145, relating to farming; modifying licensing requirements for operating historic farm machinery;

Testifying in favor of HF 3145 were:

Dave Johnson, Senior Boiler Inspector, Minnesota Department of Labor and Industry

Chairman Otremba renewed her motion that HF 3145, be recommended to pass as amended and re-referred to Committee on Commerce and Labor.
THE MOTION PREVAILED.


Chairman Otremba moved HF 3139, be recommended to pass and re-referred to the General Register.

Representative Tschumper explained HF 3139 relating to veterinary medicine; recognizing Program for the Assessment of Veterinary Education Equivalence certification; limiting use of certain drugs; changing certain requirements; regulating prescription drugs;

Testifying in favor of HF 3139 was:

Dr. John King, Executive Director, Minnesota Board of Veterinary Medicine
Dr. Tom Haggerty, Minnesota Veterinarian Association

Chairman Otremba renewed her motion that HF 3139 be recommended to pass and re-referred to the General Register.
THE MOTION PREVAILED.
