Rep. Slawik moved adoption of the Early Childhood Learning Finance Division Report on HF 20 First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH0020.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Thissen presented HF20 First Committee Engrossment (Thissen) Prekindergarten scholarship granting organizations contribution income tax credit provided.

Rep. Thissen moved that HF20 First Committee Engrossment be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Rep. Slawik moved adoption of the Early Childhood Learning Finance Division Report on HF123. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/HF0123.0.pdf).
THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Slawik presented HF123 (Slawik) Education expense tax credit and deduction applied to certain expenditures for pre-kindergarten expenses and museum memberships.

Rep. Slawik moved that HF123 be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Rep. Slawik moved adoption of the Early Childhood Learning Finance Division Report on HF 1264 First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH1264.1.pdf).

Rep. Eastland presented HF1264 First Committee Engrossment (Eastlund) Early childhood education access grants contribution and early childhood educational expenses income tax credit authorized.

Chair Carlson moved that HF1264 First Committee Engrossment be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Rep. Dill presented HF719 First Engrossment (Dill) Lake County; temporary suspension of tax-forfeited lands proceeds provided to reimburse county for purchase of Clair A. Nelson Memorial Forest land.

Chair Carlson moved that HF719 First Engrossment be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Rep. Kahn moved adoption of the State Government Finance Division Report on SF463 Unofficial Engrossment. (See language at http://www.revisor.leg.state.mn.us/bin/showPDF.php).
THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Hortman presented SF463 Unofficial Engrossment (Hortman) Notaries public fees increase

Rep. Kahn moved that SF463 Unofficial Engrossment be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Hackbarth moved adoption of the Environment and Natural Resources Finance Division Report on HF849 First Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/HF0849.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Hackbarth explained HF849 First Engrossment (Moe) Shoreland resorts development regulation provided.

Rep. Howes moved that HF849 First Engrossment be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Hilty moved adoption of the Energy Finance and Policy Division Report on HF1221 First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH1221.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Kalin presented HF1221 First Committee Engrossment (Kalin) Energy savings activities required under the conservation investment program.

Rep. Hilty moved that HF1221 First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways & Means.

Rep Hilty moved to amend HF1221 First Committee Engrossment. (See attached Amendment H1221DE2).

Rep. Hilty incorporated a technical amendment to Amendment H1221DE2, as follows:

Page 3, line 24, delete the first "of" and insert "and'
Page 12, line 17, delete the first "certified" and insert “labeled"

Vice Chair Sailer assumed chair at 9:50 A.M.

Jeremy DeFiebre, Management Analyst 4, Department of Commerce and Christy Brusven, Executive Assistant to the Deputy Commissioner, Department of Commerce responded to questions regarding HF1221, First Committee Engrossment, as amended.

Rep. Hilty renewed the motion that HF1221 First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways & Means. THE MOTION PREVAILED.

Rep. Huntley moved adoption of the Health and Human Services Finance Division Report on HF305 First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH0305.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley and Rep. Severson presented HF305 First Committee Engrossment (Huntley) Freedom to Breathe Act of 2007 adopted establishing public policy to protect employees and the public from hazards of secondhand smoke and prohibiting persons from smoking in specified areas.

Rep. Huntley moved that HF305 First Committee Engrossment be recommended to pass and be placed on the General Register.

Rep. Seifert moved to amend HF305 First Committee Engrossment, as follows:

Page 5, line 5.6, strike "or matches"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Westrom moved to amend HF305 First Committee Engrossment, as amended. (See attached Amendment H0305A31).

Rep. Peppin incorporated an amendment to Amendment H0305A31, as follows:

Bill Marx, Chief Fiscal Analyst, responded to questions regarding the HF305 First Committee Engrossment, as amended, proposed motion.
