MINUTES


Representative Carlson, Chair of the Finance Committee, called the meeting to order at 8:09 A.M. on Wednesday, May 2, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Simon moved approval of the minutes of Tuesday, May 1, 2007. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for HF1873, First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH1873.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley moved that HF1873, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Bunn presented HF1873, First Committee Engrossment (Bunn) Health care cost
containment goals annual reports required, health care transformation task force established,
universal coverage goals modified, performance payments modified, grants and projects
provided, and money appropriated.

Rep. Huntley moved to amend HF1873, First Committee Engrossment. (See attached amendment
H1873DE2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Huntley amended the motion that HF1873, First Committee Engrossment, as amended be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for HF1855, First Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/HF1855.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley moved that HF1855, First Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Huntley presented HF1855, First Engrossment (Huntley) Health care facilities required to report on major spending commitments, nonprofit hospitals and outpatient surgical centers required to report on community benefits in a standard way, and work group established.

Rep. Huntley moved to amend HF1855, First Engrossment. (See attached amendment
A07-0912). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Huntley renewed the motion that HF1855, First Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

The following Finance Committee Bills were referred by memo on May 1, 2007.
To the Division on Education Finance and Economic Competitiveness.
SF1797 (Pappas) American Indian tribal contributions integrated into student learning and teacher preparation and licensing requirements, and committees on American Indian education programs established.
To the Division on Health Care and Human Services.
SF2231 (Erickson Ropes) Continuing care provisions, long-term care provisions, and other medical assistance and human services provisions modified.

The meeting was adjourned at 8:46 A.M.
