Representative Carlson, Chair of the Finance Committee, called the meeting to order at 8:20 A.M. on Friday, April 18, 2008, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Kahn moved approval of the minutes of Tuesday, April 15, 2008. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Clark moved that HF934, Third Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Clark moved to amend HF934, Third Engrossment. (See attached amendment H0934DE8). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Clark presented HF934, Third Engrossment, as amended (Clark) Polybrominated diphenyl ether manufacture and sale restricted.

Rep. Clark renewed the motion that HF934, Third Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Mahoney moved that HF4189 be recommended to pass and placed on the General Register.

Rep. Mahoney moved to amend HF4189. (See attached amendment H4189A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Davnie and Rep. Mahoney presented HF4189, as amended (Davnie) First class metropolitan area cities financial status study and report required on conventions and event centers.

Rep. Kahn moved adoption of the State Government Finance Division report for HF3587, First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH3587.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Solberg moved that HF3587, First Committee Engrossment, be recommended to pass and placed on the General Register.

Rep. Simon moved to amend HF3587, First Committee Engrossment. (See attached amendment H3587DE1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTE.D.

Rep. Solberg presented HF3587, First Committee Engrossment, as amended (Solberg) Budget recommendations development specified, and state agencies required to provide information.

Rep. Solberg moved to amend HF3587, First Committee Engrossment, as amended, as follows:

Page 4, line 2, delete "three weeks" and insert "30 days"

Chair Carlson moved adoption of the Energy Policy and Finance Division report for HF2959 First Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH2959.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved the language from HF2959, First Engrossment into SF2866, First Engrossment with amendment S2866A1. (See attached delete everything amendment S2866A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Carlson moved to amend SF2866, First Engrossment, as amended. (See attached amendment S2866A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Carlson moved that SF2866, First Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Johnson presented SF2866, First Engrossment, as amended (Johnson) Broadband service mapping project and inventory funding provided, and money appropriated.

Chair Carlson renewed the motion that SF2866, First Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Chair Carlson moved adoption of the Energy Policy and Finance Division report for HF2351 First Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH2351.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved that HF2351, First Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.
