Representative Carlson, Chair of the Finance Committee, called the meeting to order at
5:53 P.M. on Monday, May 12, 2008, in Room 118 State Capitol.

The Committee Legislative Assistant noted the roll.

Rep. Garofalo moved approval of the minutes of Wednesday, May 7, 2008. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Huntley moved that HF3809 be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Huntley moved to amend HF3809. (See attached delete everything amendment H3809DE4). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Huntley moved to amend HF3809, as amended. (See attached delete everything amendment H3809A4
Rep. Huntley presented HF3809, as amended (Huntley) State health care program management improved, managed care contracting modified, managed care administrative expenses limited, county-based purchasing modified, and mandated reports required.

Rep. Huntley renewed the motion that HF3809, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Lieder moved adoption of the Transportation Finance Division Report for SF3502, First Engrossment. (See language at https://www.revisor.leg.state.mn.us/bin/showPDF.php). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Rep. Lieder moved that SF3502, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Morrow presented SF3502, First Engrossment (Morrow) Farm vehicles on highways provisions modified, and size, weight, and load restrictions on highways provided.

Rep. Lieder renewed the motion that SF3502, First Engrossment, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

The following Finance Committee bills were referred by memo on May 8, 2008.

As of Thursday, May 8, 2008, the following bills are hereby referred to the Division on Capital Investment.
HF4266 (Swails) Woodbury veterans memorial funding provided, bonds issued and money appropriated.

As of Thursday, May 8, 2008, the following bill is hereby recalled from the Division on Environment and Natural Resources Finance.
SF3385 (Eken) Omnibus environment and natural resources policy provisions modifications.

As of Thursday, May 8, 2008, the following bill is hereby recalled from the Division on Health Care and Human Services Finance.
HF3809 (Huntley) State health care program management improved, managed care contracting modified, managed care administrative expenses limited, county-based purchasing modified, and mandated reports required.

As of Thursday, May 8, 2008, the following bills are hereby referred to the Division on Housing Policy and Finance and Public Health Finance.
HF4235 (Murphy, E.) Public health improvement account created.
