MINUTES



Representative Al Juhnke, Chair, called the seventeenth meeting to order at 10:09AM on Wednesday, March 7, 2007 in Basement of the State Office Building.

The Committee Legislative Assistant called the roll.

A quorum was present.

Representative Hamilton moved that the minutes of March 6, 2007 be adopted. THE MOTION PREVAILED.

Clark Dyrude, Commissioner, Minnesota Department of Veterans Affairs, and Christine Kiel, Legislative Director presented a budget overview of the Minnesota Department of Veterans Affairs.

Discussion and questions followed.

HF 954 (Welti); a bill for an act relating to appropriations; appropriating money to the Board of Regents for agricultural research.

Representative Welti moved that HF 954 be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the Committee on Higher Education & Workforce Development Policy & Finance.

Representative Welti moved that HF 954 be amended (see attached H0954DE1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Welti presented HF 954 and the H0954DE1 amendment. Discussion and questions followed.

Dr. Bev Durgan, Dean, University of Minnesota Extension Service, and Dr. Allan Levine, Dean, College of Food, Agricultural and Natural Resource Sciences, University of Minnesota testified on HF 954.

Representative Welti renewed his motion that HF 954, as amended, be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the Committee on Higher Education & Workforce Development Policy & Finance. THE MOTION PREVAILED.

Dr. Bill Hartmann, Executive Director, Board of Animal Health, presented a budget overview of the Board of Animal Health.

Discussion and questions followed.
