Representative Al Juhnke, Chair, called the twenty-ninth meeting to order at 10:12AM on Wednesday, March 12, 2008 in Basement of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Heidgerken moved that the minutes of March 11, 2008 be adopted. THE MOTION PREVAILED.

Dr. William Hartmann, MN Board of Animal Health, presented an update on bovine tuberculosis in the state of Minnesota.

Discussion and questions followed.

Ed Boggess, MN Department of Natural Resources, presented an update on the DNR's involvement with bovine tuberculosis prevention in white tailed deer.

Discussion and questions followed.

HF 3877; a bill relating to veterans; increasing the per semester and annual grant amount for veterans receiving Minnesota GI Bill education assistance for higher education; amending Minnesota Statutes 2007 Supplement, section 197.791, subdivision 5.

Representative Juhnke moved that HF 3877 be heard and laid over for possible inclusion in the Omnibus Agriculture, Rural Economies, and Veterans Affairs Finance Bill.

Representative Juhnke moved the H3877DE1 amendment (attached). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Haws presented HF 3877.

Christine Kiel, MN Department of Veterans Affairs, answered questions regarding HF 3877.

Discussion and questions followed.

Representative Juhnke renewed his motion that HF 3877, as amended, be heard and laid over for possible inclusion in the Omnibus Agriculture, Rural Economies, and Veterans Affairs Finance Bill.
HF 3557; a bill relating to veterans; appropriating money for a veterans paramedic apprenticeship program.

Representative Juhnke moved that HF 3557 be heard and laid over for possible inclusion in the Omnibus Agriculture, Rural Economies, and Veterans Affairs Finance Bill.

Representative Koenen presented HF 3557.

O.J. Doyle and Buck McAlpin, Minnesota Ambulance Association, testified on HF 3557.

Discussion and questions followed.

Representative Shimanski moved an oral amendment to HF 3557 as follows:

Page 1, line 11, after "services" delete the remainder of the line

Page 1, delete line 12

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Juhnke renewed his motion that HF 3557, as amended, be heard and laid over for possible inclusion in the Omnibus Agriculture, Rural Economies, and Veterans Affairs Finance Bill.

HF 3953; a bill relating to veterans; establishing a statewide veteran-to-veteran peer counseling pilot program; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 197.

Representative Juhnke moved that HF 3953 be heard and laid over for possible inclusion in the Omnibus Agriculture, Rural Economies, and Veterans Affairs Finance Bill.

Representative Kalin presented HF 3953.

Kathy Schwartz, MN Department of Veterans Affairs LinkVets program, testified on HF 3953.

Don Kerr, MN Department of Military Affairs, answered questions on HF 3953.

Discussion and questions followed.

Representative Juhnke renewed his motion that HF 3953 be heard and laid over for possible inclusion in the Omnibus Agriculture, Rural Economies, and Veterans Affairs Finance Bill.
