MINUTES


Representative Mary Murphy, Chair, called the eighth meeting to order at 4:00 p.m. on Monday, March 19, 2007 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Murphy called the meeting to order at 4:00 p.m.

A quorum was present at 4:09 p.m.

Chair Murphy outlined the path each omnibus bill will take through the process.

Chair Murphy fielded questions from committee members on the process.

Todd Otis of Saint Paul, President of Ready 4 K, testified to the mission of Ready 4 K and other early childhood programs and to the need for funding to prepare children and families for school. Mr. Otis also testified to the need for increased funding over the FY 08-09 target.

Judy Schumacher of Saint Paul, Family Education Department Specialist with Saint Paul Public Schools, testified to the changes in ECFE statistics and the demographics served by ECFE programs.

Patty Evans of Minneapolis, Parent, testified to the need for funding for a Hearing Loss Early Intervention Coordinator.

Laura King of Saint Paul, Vice Chancellor and Chief Financial Officer for Minnesota State Colleges and Universities, testified to MnSCU's feelings on the Governor’s budget and the targets set by the House.

Susan Heegaard of Saint Paul, Director of the Minnesota Office of Higher Education, testified to their agreement on the need for funding in public institutions, state grant programs, ACHIEVE-II, and the Minnesota GI Bill.

Justin McMartin of Little Canada, State Chair of the Minnesota State Universities Student Association, testified to the need for funding for higher education, specifically the need to freeze tuition at public institutions.

Scott Formo of Glenwood, President of Minnesota State Colleges Student Organization, testified to the decline in the percentage of state funding at Minnesota’s colleges and the need to freeze tuition at public institutions.

Jim Grathwol of Minneapolis, on behalf of Minneapolis Public Schools, testified to the proposals brought by the Minneapolis Public Schools and the need for more resources if we are to fully fund the education system that we say we want and the value of increasing revenue for this purpose.

Scott Croonquist of Saint Paul, Executive Director of the Association of Metropolitan School Districts, testified to the potential cuts faced by school districts, the difference between the CPI and IPD, and the inflation adjustment needed to properly fund programming in the schools.

Kirk Schneidawind of Saint Peter, on behalf of the Minnesota School Boards Association, testified to the requirements in No Child Left Behind, the need for increased special education funding and the need to restore funding to ECFE.

Representative Brown moved that the minutes of March 12, 2007 be adopted.
THE MOTION PREVAILED

Tammy Klein of Grygla, Parent, testified to her story as a parent of a special needs child and his success due to special education funding and her problems finding services.

Claire Eckley of Inver Grove Heights, President of International Dyslexia Association of the Upper Midwest, testified to the need for dedicated special education funding.

Rene Lara of Saint Paul, on behalf of Education Minnesota, testified to the target’s ability to address inflationary problems in public schools and the gratitude of the membership for the hard work of the committees.

Mary Hartnett of Saint Paul, Executive Director of the Minnesota Commission Serving Deaf and Hard of Hearing People, answered questions from committee members in regard to the Hearing Loss Early Intervention Coordinator.

Mr. McMartin answered questions from committee members regarding the tracking of privately funded scholarship dollars.

Tricia Grimes of Saint Paul, Policy Analyst for the Minnesota Office of Higher Education, answered questions from committee members regarding the tracking of privately funded scholarship dollars.
