Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, and Senator Sandy Pappas, Chair of the Senate Higher Education Budget and Policy Division, called the meeting to order at 12:40 P.M. on Tuesday,
March 11, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Co-Chairs Rukavina greeted everyone attending the hearing, and welcomed Steve Claypatch, Business Manager, International Brotherhood of Electrical Workers, to come forward and give his testimony regarding concerns for the number of unemployed electricians and the additional electricians being trained by the Minnesota State Colleges and Universities system.

Steve Claypatch, Business Manager, International Brotherhood of Electrical Workers (IBEW), introduced himself and provided testimony regarding the number of unemployed electricians and the numbers of electricians being trained by the Minnesota State Colleges and Universities system (MnSCU).

Bruce Peterson, Electrical Contractor, Hutch Electric, Hutchinson, Minnesota, introduced himself and provided testimony regarding the number of electricians looking for work, the surplus of workers in the electrician field, the need for students to look at their career choices, and schools' need to look at the appropriateness of the programs they are offering.

Steve Claypatch provided further testimony regarding the use of federal Bureau of Labor Statistics and the need for schools to consider the cycles of labor.

Linda Baer, Senior Vice Chancellor, Minnesota State Colleges and Universities, introduced herself and provided testimony regarding electrical programs in the MnSCU system.

Manuel Lopez, Associate Vice Chancellor, Minnesota State Colleges and Universities, introduced himself and provided testimony regarding enrollment in electrical programs in the MnSCU system.

Linda Baer, Senior Vice Chancellor, Minnesota State Colleges and Universities, introduced herself again and introduced Dr. Mark Milliron and his presentation regarding trends and movement in higher education.

Co-Chairs Rukavina and Pappas welcomed Dr. Milliron to the hearing and invited him to begin his presentation.

Dr. Mark Milliron introduced himself and presented information regarding trends and movement in higher education, and walked through a Powerpoint presentation.

Discussion and questions followed.

Co-Chair Rukavina thanked Dr. Milliron for his presentation.

Co-Chair Pappas requested a copy of his presentation for all members and a list of his book recommendations for future reference.
