MINUTES


Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 12:30 P.M. on Tuesday, March 20, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Chair Rukavina invited Steve Claypatch, Business Manager, International Brotherhood of Electrical Workers (IBEW) 292, to come forward to begin the discussion of electrical training programs offered in Minnesota.

Steve Claypatch, Business Manager, International Brotherhood of Electrical Workers (IBEW) 292, introduced himself and Dan McConnell, and began his presentation.

Mr. Claypatch introduced Mary McShannock, Member, IBEW 292.

Mary McShannock, Member, IBEW 292, introduced herself and provided testimony regarding her personal work situation.

HF 1383 (Moe)

Representative Moe moved that HF 1383 be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division.

Representative Moe moved to amend HF 1383 with an oral amendment, as follows:

Page 1, Line 10, delete "must" and insert "may"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Moe presented HF 1383 as amended, transferring the American Indian scholarship; requiring an office to distribute the scholarships, appropriating money.

Representative Moe introduced Sophia Julia Jacobson, a graduate student.

Sophia Julia Jacobson, graduate student, introduced herself and provided testimony in support of HF 1383.

Questions and discussion followed.

Glory Kibbl, Interim Director, School Choice, Minnesota Department of Education, provided testimony regarding HF 1383.

Questions and discussion followed.

Representative Moe renewed his motion that HF 1383 as amended be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division.

HF 1931 (Mariani)

Representative Brynaert moved that HF 1931 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Mariani presented HF 1931, appropriating money for the Minnesota campus compact and its postsecondary service learning, access, and opportunity initiatives.

Representative Mariani introduced Catherine Reid Day, Executive Director, Minnesota Campus Compact.

Catherine Reid Day, Executive Director, Minnesota Campus Compact, introduced herself and provided testimony in support of HF 1931.

Questions and discussion followed.

Representative Mahoney moved that the minutes of March 19, 2007 be adopted. THE MOTION PREVAILED.

HF 2053 (Mahoney)

Representative Mahoney moved that HF 2053 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Mahoney presented HF 2053, appropriating money for a summer youth program for deaf students.
