MINUTES


Representative Mindy Greiling, Chair of the Committee called the meeting to order at 2:15PM on March 6, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

An informational overview of the 2007 legislative priorities for the Minnesota Association of Colleges for Teacher Education was provided by Linda Distad, President.

A quorum was present at 2:20pm.

Representative Demmer moved the minutes of February 28, 2007 (Hinckley site visit) be adopted.
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.

Representative Garafalo moved the minutes of March 1, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.


HF1185 (Davnie) A bill for an act relating to education finance; increasing the building lease levy for school districts and intermediate school districts.

Representative Davnie moved HF1185 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Davnie, Scott Croonquist, Executive Director, Association of Metropolitan School Districts, and John Christiansen, Superintendent, Intermediate School District #917, testified.


HF838 (Erickson) A bill for an act relating to education finance; authorizing a levy for Independent School District No. 480, Onamia.

Representative Erickson moved HF838 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Erickson and John Varner, Superintendent, Onamia Public Schools, testified.


HF892 (Hilstrom) A bill for an act relating to education; appropriating money for professional development for teachers.

Representative Hilstrom moved HF892 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Hilstrom, Stanley Romanstein, President and CEO, Minnesota Humanities Commission, Sabrina Williams, Executive Director, Excell Academy for Higher Learning, Tracey Christensen, 5th grade teacher, Dowling Urban Environmental Elementary School, and Matthew Brandt, Vice-President, Minnesota Humanities Commission, testified.


HF1151 (Swails) A bill for an act relating to education funding; appropriating money for the Minnesota Learning Resource Center.

Representative Swails moved HF1151 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Swails, Nancy Farnham, Director, Minnesota Learning Resource Center, Stacy DeCorsey, Principal, Jordan Elementary School, Debra Lewis, Indian Education Coordinator, Cherry Elementary School in Iron, and Lowana Greensky, Director of Indian Education, St. Louis County Schools, testified.


HF412 (Peterson, S.) A bill for an act relating to education; establishing a grant program to promote professional teaching standards.

Representative Greiling moved HF412 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Greiling moved to incorporate an oral amendment to HF412 as follows:

Page 2, line 12, delete ‘The amount of each grant awarded under this paragraph shall'

Page 2, delete line 13

Page 2, line 14, delete ‘establish criteria to determine the amount of each grant’ and insert ‘The commissioner, after consulting with interested stakeholders, shall award grants not to exceed $1,000’

THE AMENDMENT WAS INCORPORATED.

Representative Peterson and Lynette Wayne, 1st grade teacher, Hastings Public Schools, testified.


HF1414 (Davnie) A bill for an act relating to education finance; appropriating money for certain curriculum support activities.

Representative Davnie moved HF1414 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Davnie and Jennifer Bloom, Executive Director, Learning Law and Democracy Foundation, testified.

The meeting was adjourned at 3:45pm.
