MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 4:30PM on March 6, 2008, in Room 300N of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Olson moved approval of the minutes for March 4, 2008:

HF2987 (Morgan) A bill for an act relating to education finance; increasing the basic formula allowance; eliminating proration of special education revenue; increasing funding for special education services; modifying the referendum ballot language in cases of renewal of referendum authority.

Representative Morgan moved HF2978 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

HF2982 (Bly) A bill for an act relating to education; establishing a five-year pilot program allowing alternative learning centers and charter schools to identify systemic improvement measures to best serve eligible students.

Representative Greiling moved HF2982 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Bly and Terry Lydell, Immediate Past President, Minnesota Association of Alternative Programs, testified.


HF3347 (Moe) A bill for an act relating to education; clarifying the appeals process for adequate yearly progress designations.

Representative Greiling moved HF3347 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

HF3622 (Peterson, S.) A bill for an act relating to education finance; authorizing a school district with a low fund balance to hold a referendum election at a time other than November.

Representative Greiling moved HF3622 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Morrow offered H3622A1 as an amendment to HF3622.
