Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:15PM on March 11, 2008, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF3593 (Marquart) A bill for an act relating to education finance; modifying school district reciprocity agreements.

Representative Marquart moved HF3593 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Marquart offered H3593A1 as an amendment to HF3593.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Marquart, Lee Warne, Executive Director, MN Rural Education Association, and Tom Melcher, Director of Finance, MN Department of Education, testified.

HF3140 (Westrom) A bill for an act relating to education; modifying the postsecondary enrollments options program.

Representative Greiling moved HF3140 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Westrom testified.

HF3329 (Brynaert) A bill for an act relating to education; establishing state measures of academic success.

Representative Mariani moved HF3329 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Mariani offered H3329DE6 as an amendment to HF3329.

Representative Mariani offered H3329A2 as an amendment to amendment H3329DE6 to HF3329.

Representative Mariani incorporated H3329A2 into H3329DE6.

THE MOTION PREVAILED. AMENDMENT H3329DE6 WAS ADOPTED AS AMENDED.

Representative Brynaert, Geoffrey Maruyama, Professor of Educational Psychology, University of Minnesota, David Heistad, Director of Research Evaluation and Assessment, Minneapolis Public Schools, and Jenny Norlin-Weaver, Director of Teaching and Learning, Edina Public Schools, testified.

HF3423 (Hilstrom) A bill for an act relating to education finance; increasing integration revenue for certain districts; creating a levy for school districts with negative fund balances.

Representative Hilstrom moved HF3423 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Hilstrom offered the following oral amendment to HF3423:
Page 1, line 18, reinstate "where the district's enrollment"
Page 1, line 19, reinstate 'of protected students, as defined by Minnesota Rules, part 3535.0110 exceeds 15'
Page 1, line 20, reinstate 'percent'
Page 2, line 16, delete '20' and insert '30'

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hilstrom, Keith Lester, Superintendent, Brooklyn Center Schools, Randy Koch, Principal, Earle Brown Elementary School, and Bryan Bass, Principal, Brooklyn Center High School, testified.
