MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:15PM on March 21, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Heidgerken moved the minutes of March 20, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.

HF1153 (Sertich) A bill for an act relating to education; authorizing a fund transfer for Independent School District No. 698, Floodwood.

Representative Greiling moved HF1153 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Sertich and Theresa Sorenson, Principal, Floodwood School, testified.


HF389 (Hamilton) A bill for an act relating to education; authorizing a fund transfer for Jackson County Central school district.

Representative Greiling moved HF389 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Greiling offered the following amendment to HF389:

Page 1, line 8, delete ‘400,000' and insert ‘300,000 in the 2006-2007 school year and $300,000 in the 2007-2008 school year’ and delete ‘reserved for operating capitol account’ and insert ‘capital outlay fund’

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hamilton and Gary Arnt, Superintendent, Jackson County Central Schools, testified.


HF1796 (Marquart) A bill for an act relating to education finance; providing a fund transfer for Independent School District No. 852, Campbell-Tintah.

Representative Marquart moved HF1796 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Marquart testified.


HF1427 (Ward) A bill for an act relating to education; authorizing a fund transfer for Independent School District No. 181, Brainerd.

Representative Dominguez moved HF1427 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Ward and Steve Dickinson, Business Director, Brainerd School District, testified.


HF1795 (Greiling) A bill for an act relating to education finance; authorizing a fund transfer for Independent School District No. 623, Roseville.

Representative Greiling moved HF1795 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Greiling testified.


HF1000 (Welti) A bill for an act relating to education finance; creating more account flexibility for consolidating school districts; authorizing a fund balance adjustment for Independent School District No. 2899, Plainview-Elgin-Millville.

Representative Greiling moved HF1000 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Welti, Eric Bartleson, Superintendent, Plainview-Elgin-Millville School District, and Jan Sackreiter, Rochester Public Schools, testified.


HF1320 (Severson) A bill for an act relating to education finance; allowing districts in statutory operating debt to make a fund transfer from its debt redemption fund.

Representative Hilstrom moved HF1320 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Severson, Representative Hilstrom, John Haas, Superintendent, Holdingford School District, and Keith Lester, Superintendent, Brooklyn Center School District, testified.


HF989 (Hilstrom) A bill for an act relating to education; permitting open enrollment students to participate in academic courses and extracurricular and cocurricular activities on the same basis as resident district students.

Representative Dominguez moved the adoption of the subcommittee report on HF989.

THE MOTION PREVAILED. THE REPORT WAS ADOPTED.

Representative Hilstrom moved HF989 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Hilstrom testified.


HF2151 (Hilstrom) A bill for an act relating to education; making Minnesota State High School League rules subject to the Administrative Procedure Act.

Representative Dominguez moved the adoption of the subcommittee report on HF2151.

THE MOTION PREVAILED. THE REPORT WAS ADOPTED.
