MINUTES


Representative Michael Paymar, Chair of the Public Safety Finance Division Committee, called the fifteenth meeting to order at 8:06 a.m. Tuesday, February 20, 2007 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Overview of Governor's Budget Request for the Board of Public Defense.

A quorum was present at 8:07 a.m.

Chair Paymar announced the creation of a subcommittee of the Public Safety Finance Division Committee. The subcommittee will address issues related to offenders and their re-entry into the community following incarceration.

HF0460 (Lesch) Appropriating money for the all Children Excel Program

Rep. Lesch presented HF0460.

Rep. Lesch moved HF0460 to be heard and laid over for possible inclusion in the Public Safety Finance Division omnibus bill.

Testifying in support of HF0460:

Victoria Reinhardt, Commissioner, Ramsey County

Chair Paymar moved HF0460 to be laid over for possible inclusion in the Public Safety Finance Division omnibus bill.

Rep. Dominguez moved approval of the minutes for February 8 and February 13, 2007. MOTION PREVAILED AND THE MINUTES WERE APPROVED.

Rep. Olin assumed chair at 8:46 a.m.

HF0342 (Paymar) Appropriating grant money for mentoring children of incarcerated parents.

Rep. Paymar moved HF0342 be heard and laid over for possible inclusion in the Public Safety Finance Division omnibus bill.

Rep. Paymar presented HF0342.

Rep. Paymar moved an oral amendment to HF0342 as follows:
Page 1, line 1.8, after "of"
delete "public safety"
insert "corrections"
Page 1, line 1.9, after "that"
delete "is located in the greater Twin Cities area and"
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
