MINUTES


Representative Dave Olin, Co-Chair of the Public Safety Finance Division Committee, called the forty-sixth meeting to order at 1:12 p.m., Friday, March 14, 2008 in Room 500 South of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Olin assumed the gavel at 1:12 p.m.

Rep. Haws moved approval of the minutes for March 13. MOTION PREVAILED AND THE MINUTES ARE APPROVED.

HF2906 (Paymar) Changing provisions regulating dangerous dogs; imposing penalties

Rep. Paymar moved HF2906.

Rep. Paymar moved the H2906A19 amendment (attached). THE AMENDMENT WAS ADOPTED.

Rep. Paymar moved the H2906A20 amendment (attached). THE AMENDMENT WAS ADOPTED.

Rep. Cornish moved an oral amendment to HF2906 as follows:
Page 2, line 24, after "dogs"
delete "being"
[And amend the title accordingly]
THE AMENDMENT WAS ADOPTED.

Rep. Paymar renewed the motion that HF2906, as amended, be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the General Register. MOTION PREVAILED.

HF2996 (Paymar) Drug offense judgment deferrals authorized, parole and corrections provisions modified.

Rep. Paymar moved that HF2996 be heard.

Rep. Paymar and Rep. Eastlund presented HF2996.

Rep. Paymar moved the H2996DE2 amendment (attached). THE AMENDMENT WAS ADOPTED.

Testifying in support of HF2996:
Isabel Gomez, Executive Director, Minnesota Sentencing Guidelines Commission

Chair Olin renewed the motion that HF2996, as amended, be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the General Register. MOTION PREVAILED.

Chair Paymar resumed the gavel at 2:10 p.m.

HF3876 (Atkins) Public defender law school loan repayment program authorized, and money appropriated.

Chair Paymar moved HF3876 to be heard and referred to the Committee on Finance with a recommended re-referral to the General Register.

Rep. Atkins presented HF3876.

Chair moved Rep. Atkins moved an author's oral amendment to HF3876 as follows:
Page 3, line 17 - 20, delete "Sec. 3. APPROPRIATION"
[And amend the title accordingly]
THE AMENDMENT WAS ADOPTED.

Chair Paymar laid HF2996 on the table for further consideration.

HF3196 (Clark) Requiring Commissioner of Public Safety's annual report on human trafficking to include information on trafficking of American Indian women and girls.

Chair Paymar moved that HF3196 be heard.

Chair Paymar moved the H3196A1 amendment (attached). THE AMENDMENT WAS ADOPTED.

Chair Paymar moved the following oral amendment to the H3196A1 amendment as follows:
Page 1, line 11 after "the"
delete "topics"
insert "topic"
[And amend the title accordingly]
THE AMENDMENT WAS ADOPTED.

Rep. Clark presented HF3196.

Chair Paymar renewed the motion that HF3196, as amended, be laid over to be included
in the Public Safety Finance Division supplemental budget bill. MOTION PREVAILED.

HF3132 (Mullery) Changing provisions prohibiting animal fights and possession of certain items

Testimony was taken on HF3132.
