JOINT LOCAL GOVERNMENT AND METRO AFFAIRS & TRANSPORTATION WORK GROUP HEARING

MINUTES


Representative Debra Hilstrom, Chair of the Local Government and Metro Affairs Committee, started the meeting at 7pm on Monday, September 19, 2007 at the Eagan Community Center.

The Committee Legislative Assistant noted the roll.

The meeting was called to order at 7:03pm.

Agenda/ Action:
Members introduced themselves to the public.

Public testimony on Metropolitan Airports Commission governance issues and the effects of the airport on the surrounding neighborhoods:

Diane Miller, City of Eagan testified for the joint committee regarding the composition of the MAC board and interest in granting Eagan a position on that board.

Jim Spensley, Southwest Airport Action Council testified for the joint committee regarding noise mitigation, MAC transparency and other issues.

Joe Kinard, resident of Eagan, testified for the committee regarding noise, environmental concerns and expansion concerns.

Jerry Berquist, resident of St. Paul testified for the committee regarding MAC concerns.

Mary Hamann-Roland, Mayor of Apple Valley testified for the committee.

Pam Dmytrinko, city administrator for Richfield, testified for the committee.

Tom Dimond, citizen testified for the committee regarding MAC governance.

John Huber, Mayor of Mendota Heights testified for the committee regarding composition of board.

Mark Michaelson, member of Zero Expansion testified for the committee regarding environmental concerns.

Curtis Aljets, resident of Eagan testified for the committee regarding noise mitigation, economy, and other MAC concerns.

Andrew & Carol Barker, citizens of Richfield, testified for the committee regarding airport noise.

Nigel Finney of the MAC provided answers to the committee regarding Airport noise and the lawsuit against the MAC and its pending verdict.

Tom Hanson, chief of operations, city of Burnsville, testified for the committee regarding their support of Association of Metro Cities and their recommendations regarding MAC governance.

Vern Wilcox, city councilman for city of Bloomington testified for the committee.

Azher Ansari, resident of Eagan testified for the committee regarding his experience with airport noise.

Members of the committee followed up citizen testimony with comments and final questions.

Jack Lanners, Chair of the MAC testified before the committee and provided comments regarding the citizen statements.

The meeting was adjourned at 8:31pm.
