LOCAL GOVERNMENT AND METRO AFFAIRS COMMITTEE

MINUTES



Representative Debra Hilstrom, Chair of the Local Government and Metro Affairs Committee, started the 26TH meeting at 4:08 pm on Monday, March 3, 2008 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Agenda:

A quorum was present at 4:09pm and the meeting was officially called to order.

Rep. Marquart introduced the following individuals:

Christine Scotillo, Municipal Boundary Adjustments provided an overview of annexation for the committee and took questions from its members.

Bruce Johnson, Assistant Chief Law Judge of the Office of Administrative Hearings and Representative Magnus provided an update on the Municipal Boundary Adjustments Task Force, and took questions from the committee.

HF3357 (Marquart): Municipal boundary changes provided, and chief administrative law judge powers and duties imposed.

Rep. Marquart moved that HF3357 be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology & Elections.

Rep. Marquart presented HF3357 and took questions from the committee.

The following individuals testified on behalf of HF3357 and took questions from the committee:

Kent Sulem, Minnesota Association of Townships
Don Sherper, Township representative on the MBA Advisory Task Force
Gary Pederson, Township representative on the MBA Advisory Task Force
Susan Arntz, City representative on the MBA Advisory Task Force
Patti Gartland, City representative on the MBA Advisory Task Force
Kris Nass, resident of Stillwater, Minnesota

Rep. Solberg offered a friendly amendment to HF3357 as follows:

Page 13, line 20, delete "December"
Page 13, line 21, delete "31" and strike ",2008" and insert "January 15, 2009"

Rep. Marquart accepted the amendment and moved to amend HF3557 as described by Rep. Solberg.
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.


Rep. Marquart renewed his motion that HF3357, as amended be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology & Elections.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

Rep. Scalze moved that the minutes of February 27, 2008 be adopted.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.
