PROPERTY TAX RELIEF AND LOCAL SALES TAX DIVISION

MINUTES


Representative Marquart, Chair of the Committee, called the meeting to order at 8:02 AM on Friday, February 23rd, 2007, in Room 10 of the State Office Building.

Committee Legislative Assistant Paul Cumings noted the roll.

A quorum was present.

Representative Dittrich moved approval of minutes for Friday, February 16, 2007. THE MOTION PREVAILED.

Representatives Sarah Anderson and Diane Loeffler testified about their ideas concerning the promotion and reform of the Property Tax Refund Program and the Senior Citizens Property Tax Deferral Program.


HF449 (M.Murphy) - Property tax refund program extended to residents of certain nursing homes.

Representative Paymar moved that HF 449 (M. Murphy) be heard and laid over for possible inclusion in the Property Tax Division Report.

Representative Mary Murphy testified on behalf of her bill. She read a letter from a constituent of hers, Richard Paulson, who wrote her about the issue.

Karen Baker, Research Analyst for House Research testified about the technical element of the bill.

Representative Marquart, Chair of the Division, laid over HF 449 for possible inclusion in the Property Tax Division Report.


HF96 (Mullery) - Property tax refunds paid to estates in certain circumstances.

Representative Mullery moved that his bill, HF 96 (Mullery) be heard and laid over for possible inclusion in the Property Tax Division Report.

Representative Mullery testified on behalf of his bill. Mr. Peterson from the Department of Revenue testified about the mechanics of how the Department of Revenue deals with death and the filing of the Property Tax Refund.

Representative Mullery moves his author's amendment labeled A-1. THE AMENDMENT WAS ADOPTED.

Representative Marquart, Chair of the Committee, laid over HF 96 for possible inclusion in the Property Tax Division Report.

HF856 (Atkins) - Homestead property taxes limited to a percentage of homeowner's income.

Representative Paymar moved that HF 856 (Atkins) be heard and laid over for possible inclusion in the Property Tax Division Report.

Representative Atkins testified on behalf of his bill. Robert Klemenhagen, member of the tax committee for the Minnesota Senior Federation, spoke in favor of the bill. Donald Weber, a citizen, testified in favor of the bill. Juris Curiskis, a citizen, testified in favor of the bill.

Representative Marquart, Chair of the Committee, laid over HF 856 for possible inclusion in the Property Tax Division Report.


HF590 (Loeffler) - Property tax statement required to contain additional information.

Representative Loeffler moved that her bill, HF 856 (Loeffler), be heard and laid over for possible inclusion in the Property Tax Division Report.

Representative Loeffler testified on behalf of her bill.

Representative Marquart, Chair of the Committee, laid over HF 590 for possible inclusion in the Property Tax Division Report.


HF1182 (Loeffler) - Homestead property taxes limited for persons at least age 65 to a percentage of income under certain conditions.

Representative Loeffler moved that her bill, HF 1182 (Loeffler), be heard and laid over for possible inclusion in the Property Tax Division Report.

Representative Loeffler testified on behalf of her bill.

Representative Marquart, Chair of the Committee, laid over HF 1182 for possible inclusion in the Property Tax Division Report.


HF1129 (Doty) - Senior citizen's property tax deferral program modified.

Representative Paymar that HF 1129 (Doty) be heard and laid over for possible inclusion in the Property Tax Division Report.

Representative Doty testified on behalf of his bill. Juris Curiskis, a citizen, testified in opposition to the bill.

Representative Marquart, Chair of the Committee, laid over HF 1129 for possible inclusion in the Property Tax Division Report.


HF432 (Paymar) - Limited market value law extended for two years.

Representative Paymar that HF 1129 (Doty) be heard and laid over for possible inclusion in the Property Tax Division Report.

Representative Paymar testified on behalf of his bill. Dave Dederichs, Representative of the Minnesota Chamber of Commerce testified to this bill. Jack Horner, Executive Director of the Minnesota Multi-Housing Association testified to this bill. Jeff Forrester, Representative from the Minnesota Seasonal Recreation Property Owners, testified to this bill.

Representative Marquart, Chair of the Committee, laid over HF 1129 for possible inclusion in the Property Tax Division Report.
