MINUTES


Representative Paul Marquart, Chair of the Division, Called meeting to order at 8:02 AM on Friday, February 22nd, 2008 in Room 10 of the State Office Building.

Committee Legislative Assistant Paul Cumings noted the roll.

HF 2255 (Zellers) Seasonal-recreational property value frozen for two years relating to property taxation.

Representative Zellers testified to his bill. Jeff Forester, Director for the Minnesota Seasonal Recreational Property Owners (MSRPO), testified in favor of the bill.

A quorum was present at 8:12 AM.

Representative Lanning moved that HF2255 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.

Representative Marquart, Chair of the Division, laid over HF 2255 for possible inclusion in the Property Tax Division Report.


HF3160 (Haws) Tax-forfeited land proceeds apportionment provided for special assessment to governmental subdivision.

Representative Anderson moved that HF3160 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.

Representative moved that the author's amendment labeled A08-1132 be adopted. THE MOTION PREVAILS. THE AMENDMENT IS ADOPTED.

Representative Haws testified to his bill.

Representative Marquart, Chair of the Division, laid over HF3160 for possible inclusion in the Property Tax Division Report.


Representative Dittrich moved the minutes for February 15, 2008 be approved.
THE MOTION PREVAILS. THE MOTION IS ADOPTED.


HF 2857 (Ward) School district referendum market value tax base altered and seasonal recreational property taxation modified. HF 3037 (Heidgerken) School district referendum market value tax base and seasonal recreational property tax modified.

Representative Lanning moved HF 2857 and HF3037 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.

Representative Ward testified to the bill. Jerry Walseth, Superintendent of the Brainerd School District, testified in favor of the bill. Amy Gitchell, a parent and real estate broker from Nisswa, Minnesota testified in favor of the bill. Anne Holub, Resident of Brainerd, testified in favor of the bill. Chelsea Holub, sophomore at the Brainerd High School, testified in favor of the bill.
Representative Heidgerken testified to the bill. Jeff Forester, Director of MSRPO, testified about his concerns with the bill.

Representative Marquart, Chair of the Division, laid over HF 2857 and HF3037 for possible inclusion in the Property Tax Division Report.


HF 2140 (Madore) Metropolitan transit taxing district redefined, and tax levy outside existing transit taxing district authorized.

Representative Loeffler moved that HF2140 be heard and laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.

Representative moved that the author's amendment labeled H2140A1 be adopted. THE MOTION PREVAILS. THE AMENDMENT IS ADOPTED.

Representative Madore testified to her bill. Ruth Grendahl testified in favor of the bill. Tom Goodwin testified in favor of the bill. Sandy Hewitt testified in favor of the bill.

Representative Marquart, Chair of the Division, laid over HF2140 for possible inclusion in the Property Tax Division Report.
